Description
The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office, intends to procure Scientific, Engineering, Technical, and Administrative support services required to assist the DARPA Advanced Technology Office (ATO). DARPA requires non-personal services focusing on technical, programmatic, financial, procurement, and administrative support for existing and future DARPA/ATO programs. The requirement for these services will be for a period estimated from 1 August 2006 to 1 August 2007 with four (4) twelve (12) month options. DARPA is contemplating awarding multiple indefinite delivery indefinite quantity (IDIQ) contracts to one or more offerors who best demonstrate their ability to provide the required services at the best overall value to the Government. DARPA anticipates issuing task orders under the awarded IDIQ contracts on a Firm Fixed Price Level of Effort, Award Fee basis. Request for Proposal HR0011-06-R-0002 will be issued and posted to the FedBizOpps website at http://www1.fbo.gov and attached to the presolicitation notice on or shortly after the fifteenth day following the date of this presolicitation notice. This negotiated procurement will be issued on an unrestricted basis under full and open competition. All prospective offerors interested in submitting a proposal must have a Commercial and Government Entity (CAGE) code. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database in order to receive a contract award from any DOD activity. CCR registration can be accomplished at the following website: www.ccr.gov. Also, effective January 1, 2005 the Federal Acquisition Regulation (FAR) requires that all contractors use the Online Representations and Certifications Application (ORCA) in federal solicitations as part of the proposal submission. You may access ORCA via the following URL, www.orca.bpn.gov. Interested offerors may register at http://www1.fbo.gov to receive notification when the solicitation and any amendments are issued and available for downloading. DARPA will not directly send offerors the solicitation or any amendments. It is the offeror?s responsibility to check this web site periodically for updates and offerors are responsible for downloading their own copy of the solicitation documents and attachments.
