- This is a notice of intent to award a sole source contract to Parsons Brinkerhoff Australia Pty Ltd., Adelaide SA, Australia, for architect-engineering advisory services. The objective of the services is to advise the MCC regarding transport infrastructure projects to stimulate economic activity in the tourism and agriculture sectors in Vanuatu. The resultant contract will be awarded in accordance with requirements of the Brooks A-E Act as implemented in FAR Subpart 36.6, and sole source authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed contract action is for licensed professional engineers for which the Government intends to solicit and negotiate with only one source. The term of the contract will be a one year base period and four option years. It is imperative that the contractor commence performance of services in Vanuatu with a minimum number of 3 professional staff members no later than June 3, 2006. This notice of intent is NOT a Request for Proposal (RFP) for competitive quotes. Interested contractors may submit a SF 330 Part II with their capabilities and qualifications to perform the effort via E-mail to Ernest Wims, Contract Specialist, wimsec@mcc.gov no later than 2:00PM ET on June 1, 2006. Capabilities / qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
