Description
NAICS Code: 611420 The Environmental Protection Agency Region 4 intends to issue a purchase order on a sole source basis to the Phoenix Consultant Group to train employees from 6 states to utilize the Compliance Activity Tracking System (CATS); and convert data from the various data bases in eight (8) sates to the CATS. This system will be used by the States of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee (EPA Region 4 "States"). The Phoenix Consultant Group developed the CATS for the Delaware Dept. of Agriculture under a grant awarded by EPA Region 3 in Philadelphia, PA. This system was adopted by the Region 4 Pesticide & Toxic Substances Branch under a purchase order issued by Region 4. The Phoenix Consultant Group is currently hosting the Region 4 Web Based Program. The CATS is a program designed for Region 4 to allow the States to share an online database system and to promote data exchange & information sharing across the Region. It is anticipated, based on historical data, the CATS program will have over 60,000 records entered each year into the database, and the system will have about one hundred (100) users. The Phoenix Consultant Group is uniquely qualified to meet this requirement because they developed and are maintaining the Region 4 CATS program. Any firm believing it is capable of meeting EPA's requirement may submit documentation to establish the potential of complying with the above requirements. Such documentation must be submitted to the point of contact within 15 days of electronic posting of this notice. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
