Description
The Marine Corps Systems Command (MARCORSYSCOM), Infantry Combat Equipment Program Office, Quantico, VA, has a requirement for enhanced Side Small Arms Protective Inserts (S-SAPI) and ballistic carriers to be worn by Marines, with the goal of providing maximum ballistic protection at the lowest possible weight. An enhanced S-SAPI set consists of two 6?x8? ceramic plates that are inserted into two ballistic carriers attached to the side torso area on a Marine?s Outer Tactical Vest (OTV). The enhanced S-SAPI provides Marines with increased protection to the side torso area from small arms rifle fire and indirect fragments. Enhanced S-SAPI is a component of the overall individual body armor system that includes the OTV, enhanced SAPI plates worn in the front and back of the OTV, QuadGard for extremity protection, and the Lightweight Helmet. MARCORSYSCOM plans to award multiple firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts. The requirement will be for a maximum of 90,699 sets each of enhanced S-SAPI and ballistic side carriers over the three-year life of the contracts. The maximum quantity of 90,699 sets will be divided among the contract(s) awarded. Each contract award will be for both the inserts and carriers and offerors must propose on all CLINs to be eligible for award. Offerors should form teaming arrangements to meet the solicitation requirements. Interested large businesses are highly encouraged to maximize subcontracting/partnering opportunities with small business sources. A portion of the total requirement will also be set aside for small businesses. Award(s) will be based on full and open competition and made to the best value proposals determined to be the most beneficial to the Government based on the criteria set forth in the solicitation. Request for Proposal (RFP) M67854-06-R-3031 will be posted on the internet at the Federal Business Opportunities website located at the following address: http://www.fedbizopps.gov. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. The proposal shall be submitted in hard copy form only. No electronic submission of proposals will be accepted. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. It is anticipated that this solicitation will be issued on or around 1 June 2006. Please hold all questions until the solicitation has been issued. This requirement is subject to the Berry Amendment (10 USC 2533 a) and the NAICS code is 315999.
