MARKET RESEARCH ENGINEERING, TECHNICAL, AND MANUFACTURING SERVICES IN SUPPORT OF RDECOM-ARDEC The Non-line of Sight Cannon Artillery Division of the Munition System & Technology Directorate, MS&TD, is seeking a well rounded contractor who has demonstrated experience in providing all phases of life cycle engineering, technical, and manufacturing services in support of the Armaments, Engineer, and Technology Center, (AETC). AETC requires a wide variety of engineering and manufacturing services, technology infusion and materials in support of various weapon systems and their associated components, munitions, and physical security equipment being developed and produced in AETC. These services cover all aspects of weapon system, munitions, and security system design and development, production and fielding. They include investigative procedures using fault tree and root cause analysis, short time prototype manufacturing, production and manufacturing technology, materials investigation, metallurgical analysis, material compatibility studies, interior and exterior ballistic analysis, dynamic shock and vibration analysis, producibility studies, technical risk analysis, technical cost analysis, lifecycle cost estimating, design and fabrication of all types of tooling/gages, development of special assembly and test equipment, concept design, preparation of drawings for design and/or manufacture, the conduct of testing and test analysis at government and non-government test facilities, type classification and material release actions . The contractor will provide design, structural analysis, material engineering, producibility analysis, and test-engineering services related to weapons, security and munitions technologies. The contractor must possess thorough working knowledge of all materials including engineered plastic, ferrous and non-ferrous materials, super-alloys, and various proven methods of inspection including all types of dimensional measurement, chemical/physical properties, ultrasound, x-ray, computed tomography and magnetic particle testing. These services will involve a wide array of RDECOM-ARDEC projects and products that include guns, projectiles, mortar ammunition, mines, grenades, small arms, weapon components, test equipment, security systems, robotic sub- systems and weapon related items. The services will support advanced weapons and munitions programs such as the XM 982 Projectile (Excalibur), Dragonfire II Mortar, M120 and M121 120mm Mortar System, M252 81mm Mortar System, 120mm Mortar Interior Ballistics, MOPMS, Volcano, CAMDS, Bangalore Torpedo Demolition Kit, M142 Firing Device, 155mm Projectile Obturators, EOD programs, small arms weapons, ammunition links, and a wide variety of Non-Lethal small arms and artillery ammunition ranging from 5.56mm to 155mm. After careful evaluation and review of the services required, it was concluded that this contract?s capabilities must encompass all technical and engineering services associated with munition design, development, production and fielding. We require a contractor that has a working experience with ARDEC and understands the processes presently used and the work ethic at ARDEC. The market survey was performed by a highly skilled staff that has experience with the services required. The methodology used for evaluating sources that may have skills to satisfy the requirements is as follows: The staff has reviewed documentation via the Internet to find sources with the appropriate skill sets to satisfy mission critical requirements. The documentation sought and evaluated sources that addressed all of the following key areas: 1. Producibility engineering support for XM982 Excalibur under Urgent Material Release. Production feasibility is extremely critical to the program?s Type Classification. 2. Experience in supporting the mortar team with a broad variety of efforts including design and producibility improvements, quick response hardware fabrication based upon design changes, work with mortar ignition cartridge redesign and fin structural integrity on various mortar programs including Precision Guided Mortar Munition (PGMM), equipment manufacture and support to fielding new tactical mortar teams, and support to M702 and M752A1 Ignition Cartridge testing. 3. Experience in fabricating, and assembling, advanced weapons/munitions /subsystems such as the XM1063 Non-Lethal Projectile utilizing modern materials, and manufacturing processes. 4. Extensive experience with 40mm weapon and grenade design, development and production including advanced non-lethal concepts, improved manufacturability and system functional reliability under all operational environments. 5. Technical comprehension of the RE70 Disrupter System performance and ability to continue the ongoing system performance improvement effort on the sight, tripod, projectile, and cannon. 6. Engineering, manufacturing and producibility support to 5.56mm, 7.62mm and .338 cal heavy projectiles. 7. Extensive experience in reviewing assembly drawings provided by our team specifying welding processes and joint design and implementing the optimum welding processes. The contractor should be familiar with modern welding equipment, , application of new processes, best practices, welding advanced materials and inspection methods and procedures. It also requires experience with the design and fabrication of specialized fixtures for the weld process.. . 8. Suitable knowledge to provide design and development support for the M4 Carbine and Sniper Rifle improvements, crew served weapon mounts, M249 Squad Automatic Weapon improvements, 40mm Low Velocity Airbursting Non-Lethal Munition, and 25mm High Velocity Airbursting Non-Lethal Munition to include development of associated drawing packages, models, fabrication of prototypes and evaluation of test data.. 9. Design, drawing preparation, analysis, testing, and fabrication of physical security equipment, and containers providing enhanced safety including mechanical, electro-mechanical and pneumatic devices and components. 10. Suitable knowledge of secure communications, electronic design and the M131 MOPMS and Remote Control Unit TDP to upgrade the design using modern electronic devices and processes. Skills needed include drawing preparation, fabrication and electronics assembly, testing, manual changes and retrofit planning. A secret clearance is also required. 11. Thorough understanding and experience with Type Classification and Material Release packages in order to field munitions incorporating performance enhancing new technologies. 12. Experience in upgrading ammunition plants such as Radford, Riverbank, JMC, and Holston including knowledge of suitable advanced processes and machinery. With this high level requirements list, the core task of the market survey was to identify sources that may be able to perform this or similar work efforts, survey the suppliers, and through careful analysis determine if they can adequately perform the services required for this program.
