- Notice of Set-Aside for Service-Disabled Veteran-Owned Small Business Concerns: (a) The proposed contract is 100% set aside for award to service-disabled veteran-owned small business concerns. Offers or quotations from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. (b) Definitions. As used in this provision: "Service-disabled veteran-owned small business concern" (1) Means a small business concern (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). The VAMC Lebanon intends to award a construction contract for the Replacement of Building 17 Air Handling Units. Work shall include provision of all labor, materials and any other items necessary to replace existing air handling units and associated systems in Building 17, at the VA Medical Center, Lebanon, PA Work will include but not be limited to architectural and structural work required for air handling unit replacement. Mechanical work will include ductwork renovations and air handling replacements; electrical work will include branch circuits and a service upgrade. All work will be in strict compliance with all applicable codes and VA regulations. This will be a firm-fixed price contract. NAICS Code is 238220, Plumbing, Heating and Air Conditioning, with a small business size standard of $13 million. Estimated construction cost is $1,000,000 to $2,000,000. A pre-bid conference will be held, date to be determined at a later date. IFB will be available on or about 1 June 2006. This solicitation is subject to availability of funds. Note 29 applies.
