- The National Oceanic and Atmospheric Administration, National Weather Service (NWS) has a requirement for 2,400 Loran-C Mark II Microsondes (Sippican Part Number 1543-611 with chip thermistor) to be delivered F.O.B. Destination to the National Logistics Support Center in Kansas City, Missouri commencing in November 2006. NOAA intends to negotiate this requirement on a sole source basis with Lockheed Martin Sippican, Inc. (Sippican), located in Marion, Massachusetts. Sippican is the sole manufacturer of the Loran-C Mark II Microsonde and is the only known source that can provide the required supplies. This particular model of Loran-C radiosonde is required, because it is the only known Loran-C radiosonde which is compatible with the existing W-9000 ground equipment at the three upper air sites where the radiosondes will be flown. Changing the ground equipment at the present time is not practicable. Although NOAA expects that only Sippican can provide the required supplies, all responsible sources may submit a proposal which shall be considered by the agency. Solicitation DG133W-06-RP-0151 will be issued on or about June 2, 2006 and will close on or about July 3, 2006. See Notes 12, 22, and 26.
