- The USDA, Food and Nutrition Service (FNS) intends to make a sole source award as authorized by 41 U.S.C. 253(c)(1) to Mathematica Policy Research, Inc. (MPR) to conduct analyses of the data obtained from the NSLP/SBP Access, Participation, Eligibility, and Certification Study. MPR conducted this nationally representative study that collected data from school districts and households in School Year 2005-2006 for calculating national estimates of certification and payment errors and development of national estimates of erroneous payments in the National School Lunch Program and School Breakfast Program. This sole source procurement will result is avoidance of unacceptable delays in fulfilling the Agency?s requirements and substantial duplication of costs. This notice of intent is not a request for competitive proposals. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. All questions and/or comments to this notice need to be received no later than 11:00am, Friday, May 26, 2006.
