Description
The Senior Education and Training Specialist is a key member of the OMA Operations Team. He/she will support the OMA staff to gather and disseminate operational and programming lessons learned; to provide training to USAID colleagues and NGO partners; to develop briefing and training materials; to prepare and instruct on operations guides and SOP manuals; to provide pre-deployment and on-going training to military and civilian partners; and to support other OMA activities. The PSC will also serve as a cognizant technical officer (CTO) for contracts, agreements and grants that support the education and training functions of the Office of Military Affairs. The PSC will be an expert be on the methodology to design and implement education and training programs and will guide OMA?s efforts to mainstream new education and training programs and activities for Stability, Security, Transition and Reconstruction (SSTR) within USAID?s more traditional development and humanitarian assistance sectors, operating in a complex bureaucratic environment requiring frequent interaction and negotiations with senior level USAID, DOD and other donor officials. The overall objective will be to provide training and education support to achieve OMA?s mission to manage joint, parallel and coordinated planning, exercises and program development between USAID and the US military. The goal is to strengthen both DOD and USAID planning and operations through improved coordination and joint action between the two organizations in stability operations, reconstruction and transformational development and to support planning for the transition to democracy and to long-term development of countries in crisis, including assistance to develop, strengthen, or preserve democratic institutions and processes, revitalize basic infrastructure, and foster the peaceful resolution of conflict.
