Description
The purpose of this modification to the presolicitation notice of 17 Feb 06 is to provide answers to questions posed by interested parties: Q: Request to provide a list of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required. A: All applicable information will be provided within the request for proposal (RFP) which will be posted on Fedbizopps http://www.fbo.gov/spg/DON/NAVAIR/N68936D1/N6893606R0019/listing.html on or about 9 March 2006. The scope of work was included in the presolicitation notice of 17 Feb 06. Materials are not anticipated. Q: Request to provide a soft copy of the tender document through email. A: The requirement within the Federal Acquisition Regulation (FAR) for publishing solicitation information is the Governmentwide point of entry, which is Fedbizopps (see web link provided above). This will be the only means of publishing solicitation information used for this procurement. Q: Request to provide names of countries that will be eligible to participate in this tender. Please confirm that an Indian firm would be eligible to participate in this solicitation. The conditions to be eligible including security clearances may be intimated since it is stated that Top Secret documents would be required to be accessed. A: A request for Exclusion of Foreign Firms and/or US Firms under Foreign Ownership, Control or Influence has been requested. The results of the final decision will be included in the RFP if applicable. Q: Request to provide information about the tendering procedure and guidelines. A: This information will be provided within the request for proposal (RFP) which will be posted on Fedbizopps http://www.fbo.gov/spg/DON/NAVAIR/N68936D1/N6893606R0019/listing.html on or about 9 March 2006. Q: Request to provide an estimated budget for this purchase. A: The required level of effort (LOE) will be provided within the request for proposal (RFP) which will be posted on Fedbizopps http://www.fbo.gov/spg/DON/NAVAIR/N68936D1/N6893606R0019/listing.html on or about 9 March 2006. Q: Request to provide any extension of bidding deadline. A: The time period for responding to the RFP will be included within the solicitation. If an extension is deemed necessary, an amendment to the solicitation will be posted on Fedbizopps. Q: Is there any Addendum or pre bid meeting minutes? A: All solicitation information will be provided within the RFP. A pre-bid meeting will not be held for this procurement. Q: We would like to be informed of future tenders from your organization. Hence, we request you to add our name to your bidder's list and do inform us about upcoming Projects, Tenders. Will there be a published list of interested or approved vendors? A: As the Governmentwide point of entry is Fedbizopps, we no longer have insight as to all parties interested in obtaining RFPs. Therefore, we no longer maintain an interested parties list for any procurement. Q: Before the RFP is released, are there any key individuals that I could contact to arrange a capability briefing? Will there be an Industry Day? A: No, at this stage of this procurement process neither pre-solicitation briefings or an industry day will be held. Q: Is there a technical or program point of contact? I would really appreciate a name and telephone number or e-mail address. A: Due to the stage of this procurement process and to the timeframe anticipated for posting the RFP, technical or program points of contact will not be provided and should not be contacted directly. Q: Is there an incumbent? If there is an incumbent, is it possible for you to share the name of that company? Can you please provide the contract number, value, type and performance dates? A: Yes. The incumbent is SURVICE Engineering Company. The contract number is N68936-01-D-0037. Information concerning the current procurement can be obtained via the Freedom of Information Act (FOIA) reading room. The FOIA website link is http://www.nawcwpns.navy.mil/~counsel/foia/foia-fr.htm. Q: Is the incumbent a large or small business? A: The incumbent is a small business. Q: Are you aware of any other companies or teams that have expressed interest in this procurement action? A: As the Governmentwide point of entry is Fedbizopps, we no longer have insight as to all parties interested in obtaining RFPs. Therefore, we no longer maintain an interested parties list for any procurement. Q: Is the base contract for 5-years? Or is the base contract for 1-year with four 1-year options? Are you able to share the expected fee percentage? A: The contract is anticipated to be a base contract for 5 years. The fee percentage will not be specified by the Government; however, the fee will be subject to the statutory fee limit for a CPFF and non R&D procurement in accordance with FAR15.404-4. Q: Is it possible to obtain a copy of the draft SOW or an old SOW? Is there a Draft RFP? A: Due to the timeframe anticipated for posting the RFP, we will not be posting a draft SOW or RFP. However, the information concerning the current procurement N68936-01-D-0037 can be obtained via the FOIA reading room. The FOIA website link is http://www.nawcwpns.navy.mil/~counsel/foia/foia-fr.htm. Q: Do you have any information about the size limitation on the proposal? A: The NAICS code for this procurement is 541330 Engineering Services. The size limitation for small business per the SBA interim ruling released Jan 06 under the exception Military and Aerospace Equipment and Military Weapons is $25.0 Million. Q: Are there any proposal evaluation criteria that you can share? A: This information will be provided within the request for proposal (RFP) which will be posted on Fedbizopps http://www.fbo.gov/spg/DON/NAVAIR/N68936D1/N6893606R0019/listing.html on or about 9 March 2006. Q: The pre-solicitation notice states that you anticipate most of the work being done at the contractor's site. Is there any expectation or requirement for a full-time, on-site presence? Do you desire your contractor's facility to be at or near China Lake? A: It is not anticipated that there will be a full-time on-site presence required, however the Contractor may require access to intelligence data, including the SIPRNET at the government activity. Therefore local presence is desirable. If it is to be considered in the evaluation, it will be addressed within the RFP. Q: While I recognize that this is an IDIQ action, is there any estimate on the number of awards/task orders that would be assigned per year? A: At this time the known minimum quantity is $50,000 and the anticipated maximum quantity is 75,700 hours, however the estimated number of task orders to be awarded per year is not known. Q: Is there any information available on the Level of Confidence Assessment Rating (LOCAR) process that you plan to use for the source selection? A: This information will be provided within the request for proposal (RFP) which will be posted on Fedbizopps http://www.fbo.gov/spg/DON/NAVAIR/N68936D1/N6893606R0019/listing.html on or about 9 March 2006.
