Description
The Naval Inventory Control Point is soliciting for a 5-year requirements contract consisting of a 2-year base and 3 one year option periods for the repair of 189 line items of communication and navigation equipment that are part of the ARC158, ARQ34, ARN-153, ARN-140, VIR-31/ARN-1216 and other systems used on various aircraft. Rockwell Collins Inc. (13499), Cedar Rapids, IA is the Original Equipment Manufacturer and the only known source to possess full repair capability. Complete data, drawings and the rights to the same are not available from the Government. November 2006 is the estimated award date of the resultant commercial requirements contract. The following are the top 5 high dollar value items for repair: Display Unit, P/N 622-9017-001, NSN 7RE 5895-01-406-2208 AH, Radio Receiver, P/N 622-1239-211, NSN 5826-01-482-4505 FX, Radio Receiver, P/N R-2217, NSN 7RE 5999-01-494-1903, Amplifier, P/N 606-9057-001, NSN 7RE 5895-00-252-7914, Radio Control, P/N 609-9886-001, NSN 7RE 5821-00-215-0225 EE. For a complete list of all items to be repaired or any questions concerning this notice, contact Joy Capka 215-697-6528. The subject items requires Government source approval prior to contract award, as the items are flight critical and/or the technical data available has not been determined adequate to support repair via full and open competition. Only the source previously approved by the government for repair of these items has been solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the "http://www.neco.navy.mil/sar.cfm" U.S. Navy Aviation Supply Office Source Approval Information Brochure. This brochure identifies technical data required to be submitted based on your company's experience in repair of the same or similar items. This brochure can be obtained by calling NAVICP-P at (215) 697-4243. If your request for source approval is currently being evaluated at NAVICP-P, submit with your offer a copy of the cover letter that forwarded your request for source approval. Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet government requirements, award of the subject requirement may continue based on Fleet support needs.
