Description

This is a notice of intent to negotiate with OFS Fitel, LLC., Speciality Photonics Division, 55 Darling Drive., Avon CT 06001-4273, on an other than full and open competitive basis for the procurement of custom made Fiber Optic (FO) cable. The Naval Air Systems Command has a requirement to procure fiber optic cable for the F/A-18 aircraft that have standardized on unique termini for interconnecting WRAs, LRAs, LRMs, and sensors (mechanical, temperature and electromagnetic) to there Fiber Optic infra-structure. The requested item will be used for building various fiber cable assemblies used only for testing and evaluating various vendor designed MIL-STD-29504/4/5 termini vying for US Government Qualified Part Listing in the National Stock Numbering (NSN) System. Cabling material will be used to adapt various interfaces to pin and socket termini, which in turn will be connected to measurement apparatus for operational testing in controlled environmental chambers. OFS is the developer of the proprietary design and therefore is the sole source capable of providing this cable. As a result, this requirement will be negotiated in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Note 22 applies.
