- BLM Invitation for Bids, NAB060096, 1,000 TONS OF GOOD QUALITY ALFALFA HAY AND 500 TONS OF GOOD QUALITY GRASS HAY TO BE DELIVERED TO LITCHFIELD, CA AS FOLLOWS: Alfalfa - 250 tons - June 15, 2006; 250 tons - August 7, 2006; 300 tons - August 28, 2006; 200 tons - September 11, 2006. Grass - 250 tons - August 1, 2006; 250 tons - August 21, 2006. Solicitation number NAB060096 applies and will be issued as an Invitation for Bid (IFB) on or about October 31, 2005 for the following requirement: The Bureau of Land Management's Litchfield, CA Holding Facility has a requirement for 1,000 tons of good quality alfalfa hay and 500 tons of good quality grass hay, with the following requirements: The hay must be provided in accordance with the following specifications: Grass Hay - from 2006 Crop; Domestically grown; Sun-cured with no moisture damage, not heating; Properly stored and well cured; Consist of timothy grass only or a combination of timothy, brome and orchard grass, used for food for domestic animals, cured, cut, and stored for fodder; Free of mold, dust, Russian Thistle or Prickly herb, "cheat grass, fox tails, corn stalks, bearded grain, and other long awns (spikelets), and any other weed or grass not considered healthy forage for domestic animals; Free from animal contamination, dangerous pesticides and foreign matter of any kind (i.e., wire, nails, or other debris); Cut with a crimper and bailed with wire, or Rat and Rot-proof twine; Bales shall be delivered direct from fields or barns via clean vehicles not used for transport of livestock; Round bales or bales exceeding 130 pounds are not permissible; Bales shall be uniform lengths; ragged bales shall not be accepted; Bales with loose wire/twine or broken bales shall not be accepted; Delivered to the Litchfield Wild Horse & Burro Corrals, located at 474-000 hwy 395 East, Litchfield, CA. Corrals; Delivery and off-loading to be included in unit price; Each load to be accompanied by certified weight slip. Alfalfa Hay - The initial 250 tons may be 1st cutting from 2006 crop in accordance with the following specifications, the remaining 750 ton must be from 2nd cutting 2006 crop in accordance with the following specifications: Domestically grown; Sun-cured with no moisture damage, not heating. Properly stored and well cured; Consist of alfalfa and grass (timothy grass only or a combination of timothy, brome and orchard grass), used for food for domestic animals, cured, cut, and stored for fodder; Free of mold, dust, Russian thistle or Prickly herb, "cheat" grass, foxtails, corn stalks, bearded grain, and other long awns (spikelets), and any other weed or grass not considered healthy forage for domestic animals; Free from animal contamination, dangerous pesticides and foreign matter of any kind (i.e., wire, nails, or other debris); Cut with a crimper and baled with wire or Rat and Rot-proof twine; Bales shall be delivered direct from fields or barns via clean vehicles not used for transport of livestock; Round bales or bales exceeding 130 pounds are not permissible; Bales shall be uniform lengths; ragged bales shall not be accepted; Bales with loose wire/twine or broken bales shall not be accepted; Bales from the California Correctional Center, Susanville, CA, fields will not be accepted; Delivered to the Litchfield Holding Facility at 474-000 Highway 395 East, in Litchfield, CA; Delivery and off-loading to be included in the unit price. All hay shall be transported using standard commercial practices for the shipment of hay, in vehicles compliant with local, State and Federal regulations concerning the transport of alfalfa hay. This is a 100% set-aside for small business. The NAICS classification is 424910. Size standard is 500 employees. Bids are due May 31, 2006 by 2:00 PM Mountain Time. The anticipated award date is June 5, 2006 for a Firm Fixed Price Type contract. Bidders must be registered at http://www.ccr.gov to be considered for award. Award will be made on an all or none basis to the bidder with favorable past performance offering the lowest overall price.
