- The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville, in coordination with the Tri-Services Organization (Army, Navy and Air Force), intends on awarding a commercial service contract under Subpart 13.5 of the FAR, for construc tion cost data and analysis support. The objective of this acquisition is to acquire a commercial, off the shelf, readily-available cost book (in electronic format) which is maintained and updated on a regular basis; semi-annual, as a minimum, and related economic analysis. The existing cost book has approximately 50,000 commercial construction tasks and 10,000 government-maintained construction tasks which supports the operation of the Tri-Service Automated Cost Engineering System (TRACES). TRACES inclu des software applications and databases necessary to prepare, analyze, review and maintain construction cost estimates for the federal government. TRACES software packages which use the data procured through this acquisition include a variety of detailed and parametric cost estimating and support systems to include MII (Microcomputer Aided Cost Engineering System2nd Generation) originally developed by Project Time & Cost, Inc.; Success Estimator developed by U.S. Cost, PACES (Parametric Cost Engineering System) maintained and distributed by EarthTech, Inc. , RACER (Remedial Action Cost Engineering Requirements) also maintained and distributed by EarthTech, Inc., and ACF-32 (Area Cost Factors32 bit) developed by Building Systems Design, Inc. This softwar e supports cost engineering efforts for a number of projects to include civil works, military construction, and hazardous, toxic, and radioactive waste remediation projects for the Tri-Services (Army, Navy, and Air Force) as well as the Department of Energ y (DOE) and Environmental Protection Agency (EPA). The solicitation number for this acquisition is W912DY-06-R-0015. The solicitation will be available on or about 30 May 2006. This procurement will be a negotiated, firm-fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The cont ract will consist of a base period of one (1) year and three (1) one year option periods. Task Orders will be awarded during this period of performance detailing specific deliverables and their requirements. Historically, the government has issued three distinct types of task orders under this contract that include, but are not limited to: (1) TRACES Cost Books, (2) Area Cost Factor Surveys, and (3) Construction Economic Analysis. In addition, the Government may request the use of (1) the contractors co mmercial Construction Models and Assemblies, and (2) miscellaneous construction cost data, such as Workmans Compensation Rates, City Cost Indexes, Unemployment Rates, etc. The Government will make only one award for this requirement. All interested sour ces must be registered in the Central Contractor Registration (CCR) database and shall not be in the Excluded Parties Listing System. All responsible sources may submit a proposal, which shall be considered by the agency. This procurement is not set-aside for small business concerns.
