Description
Kabul Consolidated Compound, phase 2, Kabul, Afghanistan. The U.S. Army Corps of Engineers, Afghanistan Engineer District, intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract for Design and Construction (design/build) of a 512 person administrative office building and a 400 person h ousing complex for the Office of Military Assistance-Afghanistan (OMC-A) at Kabul, Afghanistan. Construct supporting facilities as required to include a dining facility, medical aid station, laundry, AAFES and MWR/fitness. Required support utilities/serv ices electric, water and sewer will be required. All facilities will be heated and air conditioned. All work will be accomplished through design-build contract. The contractor shall, in accordance with Section 01010, Scope of Work in the Request for Pro posal (RFP), furnish all labor, management, materials, facilities, equipment and supplies to design and construct the facilities. The US Army Corps of Engineers, Afghanistan Engineer District (AED), will issue one solicitation and award one contract. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236220. The magnitude of this requirement is $25,000,000 to $100,000,000. The source selection method will be Lowes t Price Technically Acceptable (LPTA) to achieve the best value contract. The total schedule for completing the entire work is 365 days from receipt of notice to proceed. Solicitation Number W917PM-06-R-0039 will be available on or about 15 June 2006. The AED Contracting Officer for this solic itation is LTC Darrel Johnson. The media selected for the issuance of solicitation and amendments shall solely be at the discretion of the Government. Accordingly, the media utilized for this project is the Internet, and CDs. Utilization of the internet is the preferred method. No paper copies will be made available. Bids will no t be accepted electronically. Requirements: DFARS 252.204-7004 Required Central Contract (CCR) registration applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR database prior to award. Lack of regist ration in the CCR database will make a U.S. offeror ineligible for award.
