Description
This is a Sources Sought Announcement Only for Purposes Of Conducting Market Research. There is No Solicitation Available At This Time. Requests for a Solicitation Will Not Receive A Response. The Southern Region Contracting Center-East, Ft McPherso n, Georgia is conducting market research for the following services which must provide a turn-key solution located within 49 miles of Ft McPherson, Georgia. 30330. This service will serve as the Distribution and Coordination Hub for the Digital Video and I magery Distribution Service (DVIDS Hub) within 49 miles of Fort McPherson, GA 30330. The critical services and capabilities that the contractor must be able to deliver: 1) Providing and managing multiple satellite communications networks over the Middle E ast and Central Asian Republics management 24 hour/7 day/365 days a year basis to include frequent short-notice ad hoc capacity requirements. Global content acquisition will need to be achieved as directed based on pre-determined signal paths via satellite , video fiber and/or IP connectivity for multi-formatted content. The contractor will need to be able to accept a minimum of 12 incoming simultaneous signals from various satellite and fiber paths. These will include domestic, international, video and IP paths. Content acquisition will occur on a 24/7/365 basis. 2) Incoming raw content need to be edited into marketable, finished deliverables. A large volume of content must be edited every day. The volume currently averages roughly 250 raw pieces per da y. The required turn-around time for editing routine pieces is 12 hours and less than 1 hour for priority pieces. The contractor will need to provide dedicated post-production equipment and creative staff to be able to meet these requirements. The editin g area will need to be physically located within the DVIDS office space within the contractors facility and available on a 24 hour/7 day/365 days a year basis. The editing systems and personnel will need to interface with the other portions of the DVIDS t echnical and personnel infrastructure so that pieces are prepared in conjunction with the acquisition, marketing and ultimate delivery of each piece. 3) Tying together the internal functions of the DVIDS Hub will be a tapeless, seamless and highly automat ed content aggregation system, called the Content Management and Distribution Server. This system will need to be able to accept incoming content in multiple formats from various sources around the globe. The system will need to feature a large content ca che capable of instantaneous retrieval of content for distribution via satellite, fiber, IP, Web casting or tape/DVD. This system will need to handle content storage, formatting, transcoding and movement from raw (incoming) content acquisition through fin ished product distribution. This system will need to be available on a 24 hour/7 day/365 days a year basis. 4) Staff must develop programming and coordinating interviews with troops deployed in Operations Iraqi and Enduring Freedom to US and international media organizations in order to market and deliver content with traditional and non-traditional media. Staff must have knowledge of the content and relationships with these types of media and content distribution outlets as well as experience working wit h military units. The staff will develop and maintain these relationships to ensure that each outlet has the content and access that they require in order to distribute the DVIDS content. These personnel will also facilitate story ideation (based on medi a outlet requests), live-interview access and live-to-tape content development. Additional personnel also ensure that international, sports-related and military outlets are managed. 5) The contractor will need to develop and maintain the DVIDS web-site and content portal. The DVIDS web site is the key access point for media and broadcast clients to access DVIDS information and content. This web site and asso ciated content delivery portal must be maintained and updated to ensure that fresh information and content resides on the site. The contractor will also provide diverse-path, diverse-provider DS-3 (45 Mbps), or greater, public Internet access. This acces s will be obtained through a major IP backbone provider. It will also be secured though industry-standard practices for firewall protection. Provide redundant, large cache, file transfer server with the requisite software and licenses that will allow a me dia organization or client to identify a video product from the searchable archive, specify what format is required (MPEG2, MPEG4, WMA, DIF etc.) and what quality, and then download the product over the web. The file transfer server must be seamlessly co nnected to the web server and support playlist generation and multiple file downloads. Web casting: The contractor shall provide rugged infrastructure including cabling, decoders, encoders, servers, storage array/s, software license, content acquisition p oint (satellite feed, fiber feed, etc.), LAN/WAN, intranet, internet and related equipment required to web cast 3 simultaneous events to the WWW via www.dvidshub.net http://www.dvidshub.net. Potential contractors must have extensive facilities and exper ience in television production and broadcasting, teleport operations; transportable broadcast operations; postproduction; marketing and media relations. The North American Industrial Classification System (NAICS) code for this acquisition is 517510; small business size standard is 13.5 million. Interested business concerns are invited to provide a capabilities statement demonstrating their ability to provide the services listed above. Also, please provide information regarding prices for these services.
