- The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) intends to purchase a custom upgrade of existing Prairie Laser Launch (System ID #4066), for th National Institute of Dental and Craniofacial Research (NIDCR) of the National Institutes of Health (NIH). The system is manufactured by Prairie Technologies, Inc., 3030 Laura Lane Suite 140, Middleton, WI 53562. The system is required to support the Olympus Total Internal Reflection Fluorescence (TIRF) Microscope. The upgrades consist of going from a four (4) to five (5) laser lines. This is an-add onto an existing Prairie Laser System which controls five (5) separate laser lines with a single source and negates the necessity to switch over each time to a separate new laser. Custom upgrade of the Prairie Launch (system ID#4066) with 440nm diode laser to increase excitation of CFP, as well as increasing the spectral separation between CFP and YFP for FRET analysis via total Internal Reflection fluorescence (TIRF), includes: -440nm diode laser - 40mW, ND filter wheel with ND1 & ND 2 filters, Mirror assemblies, Dichroic assembly, Custom EPROM for AOTIF controller, Adapter plate for diode laser, Design and testing of upgrade components, On-site modification of a launch to upgraded design, and installation. The Government intends to evaluate offers and award a contract without discussions with Offerors providing the requested product. Therefore, the initial offer should contain the Offeror?s best terms from a technical and price standpoint. The North American Industry Classification (NAICS) Code is 334516 and the Small Business Size Standard is 500 employees which are applicable for this requirement. This requirement is a small business set-aside. This acquisition is being conducted under simplified acquisition procedures. Interested vendors capable of furnishing the government with the product in this synopsis should submit a quotation to the below address. The quotation shall include the itemized price, commercial price list, prompt payment terms, the F.O.B. Point (Destination or Origin) Shipping cost, if applicable, business size, Taxpayer Identification Number (TIN), Dun & Bradstreet Number (DUNs), and descriptive literature of the product quoted. The Offeror must also register in the Government?s Registry System note: www.ccr.gov. The quotation must reference ?Solicitation number? NHLBI-PB-(DE)2006-188-DDC. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or May 29, 2006, by 8:30 a.m. local time, whichever is later. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20892-7902, Attention: Deborah Coulter.
