Description
This presolicitation notice is being amended to change the response date. The new response date is May 18, 2006. The Pension Benefit Guaranty Corporation/Office of the General Counsel/Disclosure Division requires the services requires services of a Freedom of Information Act (FOIA) consultant. Contractor will assist the PBGC Disclosure staff with the following duties: Locating and collecting requested records (combination of manual and electronic searches), researching and evaluating material, and applying regulatory guidelines and procedures that will assist in determining what is releasable under the provisions of the FOIA and Privacy Act. This is a request for quotation (RFQ) to be awarded as Labor-Hour using the FAR PART13 Proposals shall be submitted to: Pension Benefit Guaranty Corporation. Procurement Department Flora Taylor, Procurement Assistant 1200 K Street, NW-Suite 1090 Washington, DC 20005 Attached: Terms and Conditions/Clauses Statement of Work Freedom of Information Act (FOIA) Contractor Services, non-personal, for Freedom of Information Act consultant services. The services are to be performed in accordance to the attached Statement of Work. Services, non-personal, for Freedom of -- 1880 Hrs Contractor will assist the PBGC Disclosure staff with the following duties: ?Locating and collecting requested records (combination of manual and electronic searches), researching and evaluating material, and applying regulatory guidelines and procedures that will assist in determining what is releasable under the provisions of the FOIA and Privacy Act. ?Locating responsive records will require the contractor to electronically search various automated systems maintained by PBGC, such as the Image Processing System, Case Administration System, and Premium Payment System. ?In addition to electronic search, the contractor will also be required to perform any manual search for records required. ?Submit a report outlining research findings and positions on any non-disclosable material, citing exemptions and providing specific rational for non-disclosure of records. The report shall also discuss recommendations for required disclosure of records under PBGC?s FOIA regulations. ?All processing (including tracking) of a FOIA request is conducted electronically using E(PM)FOIA software. Images of documents located in various systems are imported into the E(PM)FOIA software for processing. If a document is not already in electronic form, it is scanned and imported. Finally, all redaction of non-disclosable information is made within the software. ?Upon approval from the PBGC technical representative that the report is acceptable, the contractor shall draft a determination letter, using pre-set exemption language. The letter must include citations for the exemptions used, specific rational for nondisclosure of records as well as appeal rights of the requestor. Finally, a statement of charges must be developed which list any search/review time associated with processing the request and noting any associated copying fees. IV. Labor Hours The PBGC anticipates services will be required 40 hours per week during the hours of 8am - 5pm Monday through Friday. V. Deliverables The deliverables shall depend upon the assignment and may include written memos, spreadsheets, and oral presentations. All work performed must be done at PBGC?s offices at 1200 K Street N. W., Washington, D.C.. VI. Confidentially The Consultant shall sign a confidentiality agreement that will prohibit divulging any information received from this purchase order to any other party without PBGC?s prior written approval. VII. Term of Contract The period of performance will be twelve months from the date of award of the contract and will be renewable at the option the PBGC Disclosure Officer. VII. Qualification requirements: At least 10 years experience dealing primarily with actual processing of FOIA and Privacy Act requests (collecting records, reviewing, analyzing and determining disclosability of material and redacting non-disclosable material). 2: At least one-year of experience tracking and processing FOIA requests electronically. 3: experience in using software such as MS Word, Excel, Lotus 123, and WordPerfect. Quotations must include a resume and an hourly rate. Award will be made to the responsible firm whose proposal is determined to be the most advantageous to the PBGC, years of experience and cost factors considered. Award will be based upon the combination of experience and price which is deemed to be in the best interest of the Government. At a minimum, responsible sources shall provide the following: resumes; a price proposal per attachment or a SF1449 which identifies the requested item, with its unit price, extended price, total price, prompt payment terms, remittance address, Tax I.D. #, Duns #, and Cage Code. Responses to this solicitation are due by May 16, 2006.
