- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AV4P731700P700-0001 and this solicitation is issued as a request for quotation (RFQ). This RFQ does not provide for full and open competition. Justification for Other Than Full Open Competition is FAR 6.302-1, 10 USC 2304(c)(1), Only One responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-09, Effective 19 Apr 2006. The associated NAICS code is 332994 and small business standard is 1000 employees. The government intends to purchase the following item: CLIN 0001 - M134 Titanium Mini Gun, P/N M134T, 39 each. The intended source is Dillon Aero Inc., 8009 Dillons Way, Scottsdale, AZ 85260. Dillon Aero is the only source that has the specifications and technical knowledge required to manufacture these miniguns. A Firm Fixed Price (FFP) contract is contemplated. The delivery required is within 12 weeks after receipt of order. Place of delivery will be Cmdr, 160th SOAR (ABN), Bldg 7244 Nightstalker Way, Attn: Al Frye, Ft Campbell, KY 42223-6012. The Inspection / Acceptance is at Origin by a Government QAR. The FOB is Destination. The following provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors?Commercial; 52.212-3, Offeror Represetations and Certifications?Commercial Items (Offerors are instructed to complete this section and return with their quote); 52.212-4, Contract Terms and Conditions?Commercial Items, 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial applies to this acquisition and the following additional FAR clauses cited are applicable to this acquisition: 252.204-7004 Required Central Contractor Registration; 252.211-7003 Item Identification and Valuation; 252.212-7000 Offeror Representations and Certifications ? Commercial Items; 252.232-7003 Electronic Submission of Payment Requests; 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items.
