- The Space and Naval Warfare Systems Command (SPAWAR) intends to award a sole source firm-fixed price contract modification to provide additional software upgrade/enhancement/modification of the existing SPAWAR Manpower and Strategic Sourcing system software. The effort will involve program planning and management assistance, additional requirements analysis, comparison of the existing Manpower and Strategic Sourcing application to remaining unmet requirements, planning for the implementation of modifications to meet identified requirements, upgrades, and maintenance of the Manpower and Strategic Sourcing system software to incorporate identified requirements including: Expert Mode Functionality Maintenance, ???User Activity Groups??? Functionality Maintenance, ???Advanced Pull Downs??? Functionality Maintenance, ???Import Process??? Functionality Maintenance, ???Green Book??? Password Management Functionality Maintenance, Average Grade Report Functionality Maintenance, ???Pull Down Update??? Functionality Maintenance, and ???ECIC??? Functionality Maintenance. The contractor shall assist the Government in providing assistance to users and soliciting feedback from users, in order to identify needed functionality and data elements for integration/migration to the Total Workforce Management Services (TWMS). This effort is estimated to take approximately twelve months to complete. In accordance with Federal Acquisition Regulations 6.302-5(b)(7), the Government shall satisfy this requirement via a sole source contract, under the Veteran Benefits Act of 2003, to OmegaPoint Solutions, LLC, San Diego, CA 92123, a Service-Disabled Veteran-owned Small Business. Employees of this firm posses unique and detailed knowledge of the system Architecture, software enhancement requirements, and essential subject matter expertise and experience in policies, procedures, and business rules applicable to the Navy Human Resources and SPAWAR Workforce Planning. The North American Industry Classification System (NAICS) Code is 54152. Numbered Note 22 applies to this contract.
