Description
The Naval Surface Warfare Center, Carderock Division seeks sources with commercial-off-the-shelf (COTS) equipment/technologies for thermally eliminating waste oil from ship?s installed Oil Pollution Abatement (OPA) system aboard Aircraft Carriers. The system must be capable of processing at least 35 gallons per hour of waste oil with the following constituents: 75% heavy fuel oil 20% water 5% lubricating oil The desired equipment must prove that it is capable of producing emissions within the following MARPOL Annex VI regulations: O2 in combustion chamber: 6 ? 10% Maximum CO in Flue Gas: 200 mg/MJ (Average) Maximum Soot Number: Bacharach 3 or Ringelman 1(20% opacity) Note: A higher soot number is acceptable during starting up Unburned in ash residues: 10% (Maximum) Combustion chamber flue gas outlet temperature range : 850 ? 1200 deg. C Discharge gas temperature: less than 200 deg. C The following are mandatory characteristics of the subject equipment: Incinerators shall have an IMO approval certificate to treat waste oil Equipment should be currently used on a commercial vessel to process waste oil The equipment should be compact, not exceeding 13, 500 lbs in weight and 112 inches (Length) by 72 inches (Width) by 65 inches (Height) The equipment must neutralize any acidic formation in the exhaust in a safe way if wet quenching or scrubbing is used Equipment data should be available to develop U.S. Navy integrated logistics support system The equipment shall be corrosion resistant for a marine environment Equipment shall be capable of operating with standard shipboard services Equipment should come with technical documentation that outlines operation procedures, routine maintenance requirements, troubleshooting procedures, and adjustment/repair procedures Minimum manning, maintenance and training to operate and maintain system is desirable Equipment should be designed to meet shipboard vibration and electromagnetic interference requirements as defined by existing commercial standards (i.e., LLOYD?s, RINA, etc.) Potential sources with an off-the-shelf technology that would meet the criteria specified above are asked to provide information describing their product lines. Responses to this sources sought are requested within 30 days from the date of publication. This sources sought is for informational purposes to identify capable potential offerors. It does not constitute a Request for Proposal (RFP) and should not be construed as a commitment by the government. There is no additional information available for release at this time.
