Description
Architect and Engineering Services Indefinite Delivery Indefinite Quantity contract(s) request for SF330 due 5/30/2006. The Department of the Interior, National Park Service, Denver Service Center, 12795 West Alameda Parkway, Denver, Colorado 80225-0287, is seeking HubZone and 8(a) certified firms having the capability and interest in performing the work described below. A solicitation is not being issued at this time as the Government is conducting market research to locate interested, qualified contractors. Qualified firms are asked to submit a technical resume in WRITING. The resume should include the relevant work history of the company, listing same or similar experience performed by the company within the last five years and not exceed 10 double sided pages. Your response must be received by 4:00 p.m. MDT May 30, 2006, at the above address. The amount of interest will determine the possibility of a set-aside or full and open competition. Response to this notice must be received timely to be considered. NPS is seeking firms with transportation planning and implementation capabilities to provide Architect/Engineer (A/E) services under an indefinite delivery/indefinite quantity contract at various National Park Service area throughout the United States, District of Columbia, Guam, Puerto Rico, and the Virgin Islands. The Denver Service Center (DSC) has the responsibility for contracting, project management, and coordinating as the contracting officer's representative (COR) various transportation planning and design projects developed within the National Park Service (NPS). Specific projects evaluate existing transportation conditions and seek appropriate solutions to manage multimodal transit, vehicular and pedestrian circulation. As part of this effort, the DSC serves over 380 national parks, recreation areas, and historic landmarks throughout the United States. Projects involve alternative transportation systems (ATS), multimodal user connections, intelligent technology systems (ITS), and transit operational management strategies are all tools to improve park circulation and achieve the agency mission and objectives. This contract may also involve transportation planning, congestion management, and transportation facility design services that are developed for other federal agencies such as the NPS, FWS, BLM, and the USFS. EXAMPLES OF PROJECT TYPES: Pedestrian circulation; Bike trails; Vehicle congestion management; Multimodal transportation; Alternative transportation; Intelligent technology systems; Signage; Financial Proforma's; NEPA/106 compliance; Transportation operations and maintenance; Alternative fuels; Mass transit systems and types (Land and water based transportation); Bike and trail design, Context sensitive design solutions; Sustainable planning and design; transportation planning and studies; Value engineering / analysis (Choosing by Advantages). PROFESSIONAL DISCIPLINES required to be on the team of the A/E or qualifying subcontractors thereof: Transportation Planner; Transportation Engineers; Certified Urban Planner/Designer; Landscape Architect; Cultural Landscape Architect; General Architect and Engineering; Historic Architect; Visitor Use Specialist; Community Planner; Regional Planner; Natural and Cultural Resource Specialist (NEPA/106 Compliance); Environmental Planner; Cost Estimator; LEED Certified Designers; Statistician; Sociologist; Economist; Writer Editor; Facilitator; Public Involvement/Information Specialist; Web Developer / Designer. TASKS: The work will consist of both program and project tasks. Program tasks will consist of planning and design efforts such as: Determination of economic, technical, and environmental feasibility of alternative transportation modes for use in the National Park System. Development of a system to collect and analyze data related to transportation issues across park units as the basis for transportation planning studies, scenic byway analysis and project financial evaluations, including visitor surveys; Intelligent transportation system guidelines, information technologies, and visitor management strategies; Vehicle and ferry technologies, operational considerations, and procurement efficiencies; Clean and alternative fuel technologies and implementation strategies; Design and operational guideline development; Environmental graphic systems, such as for visitor interpretation or trip planning; Studies on the suitability of selected transportation technologies to the national parks; Reservation system, ticketing, and fee collection planning, design, and implementation; Other NPS system-wide issues. PROJECT TASKS will consist of planning and design efforts at the individual NPS locations and may encompass: Collection and analysis of existing and projected multi-modal transit systems, visitor, traffic, and parking data; Congestion Management; Analysis of transit, bicycle, parking, pedestrian and multi-use trail systems, and operational improvements; Community-based land use and multi-modal transportation planning in multi-jurisdictional, politically sensitive environments; Traffic safety evaluations; Vision plans, including multiple stakeholder design charette workshops; Visitor carrying capacity studies, including spatial analysis and projection of visitation patterns; System capacity modeling; Public participation planning with diverse user populations and adjacent communities, utilizing visitor surveys, meeting facilitation, and focus groups; Transportation needs assessment, planning, and service development; financial asset inventories, maintenance, and operating plans for transportation systems; Cost estimating and development of financial proforma alternative analysis; Planning and design for multi-modal visitor facilities, operational facilities, and system infrastructure components; Design, procurement, and installation of intelligent transportation system components; Planning and development of multi-use trail systems; Information systems and way finding for national and international visitors; Graphic design tasks - web site design, transportation system graphics, printed materials, brochures, reports; Socioeconomic analysis - visitor demographics and surveys, demand and forecasting analysis, and economic analysis of transportation systems or improvement impacts; Transportation fee and revenue models and funding source identification; Environmental compliance, including preparing Environmental Assessments (EA) and Environmental Impact Statements (EIS); Public information/involvement campaigns including web site design and maintenance, newsletters, fact sheets, posters, and transit schedules; Context sensitive design solutions as well as sustainable planning and design. ADDITIONAL WORK may include leading community/stakeholder transportation planning efforts and development of partnering relationships with entities outside park boundaries. This contract may require occasional design and specification preparation to be performed or approved by a licensed/registered professional in the state or territory of the work location. All work performed by the A/E shall be under the direction of a professional engineer and other registered professionals as required. Professional LEED certification will also be a necessary in the planning and design of visitor facilities. The proposed work may extend over several fiscal years, involving projects at various stages, which will require that the selected firm(s) must be capable of providing and managing a multi-disciplinary team from within the firm or in conjunction with sub-consultants. The A/E will need to have direct contact with federal, state, or local regulatory agencies to assure compliance with regulations, codes, and policies. THIS IS NOT A REQUEST FOR PROPOSAL.
