Description
Bureau of Indian Affairs Fort Hall Irrigation, Flathead Irrigation and Wapato Irrigation Projects combined Synopsis/Solicitation, Commercial Services - CHEMICAL HERBICIDE FOR IRRIGATION CANALS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is RMP00060017, this solicitation is issued as a request for quote (RFQ). The closing date for receiving quotes is 05/25/2006 end of business day. This request for quote is unrestricted. All responsible sources may submit a quote, which will be considered. By authority in FAR 52.212.02 the fill in portion is: award will be made to the lowest responsive quote that offers Brand Name or Equal. This RFQ is for 12 skids (2,450 lbs per skid), and 5 cylinders (370 lbs per cylinder) of Magnacide H or product that is Brand Name or Equal in accordance with (FAR 11.104). Substitute brands may be provided if they perform the same as Magnacide H. ?Offerors proposing to furnish an ?equal? product, in accordance with the ?Brand Name or Equal? provision of this solicitation, shall insert the following description for the product. Product Name: Manufacturer?s Name: Address: Product make, model, or catalog description: Offerors shall also be responsible for submitting all additional information on the above product necessary for the Government to determine whether the product offered meets the salient characteristics of the ?brand name? as listed in the solicitation? also, in accordance with FAR 52.211-06 BRAND NAME OR EQUAL and DIAR 1452.210-70 BRAND NAME OR EQUAL-DEPARTMENT OF THE INTERIOR. Brand Name: Magnacide H, Salient Characteristics are: Rapidly degrades leaving no residue, does not bind or stay in soil as a result there is no build up, reacts through hydration which decreases toxicity, kills aquatic pond weeds & algae which begins to break down within hours after application, application extends 8-10 miles (application is not labor intensive). Brand Name or Equal Justification: Magnacide H performs the minimum needs of the Government by killing aquatic pond weeds and algae keeping irrigation canals clear so that farmer?s fields are watered through the summer. The following justifies the use of the above salient characteristics. The product must rapidly degrade and leave no residue to insure that crops are not damaged and the ecology is not harmed. The product must kill aquatic pond weeds and algae to insure that the water flow in canals is not disturbed so that irrigation customers will get the water needed for crops. Maintaining clear canals is especially important when water levels are lower toward the end of the summer and drought years. The application needs to extend 8-10 miles because efficiencies are improved by reducing man hours in the application process and over all cost of application and materials needed. All products considered shall be registered with the EPA and licensed to be used in the States of Idaho, Montana and Washington. Delivery address and delivery dates as follows: Fort Hall Irrigation Project, Bld#2 Bannock Ave, Fort Hall ID 83203-0220. Fort Hall Irrigation Project schedule: 2 skids between 05/31/2006 and 06/15/2006, 2 skids between 06/26/2006 and 07/11/2006, and 2 skids between 07/20/2006 and 07/27/2006. Flathead Irrigation Project, Ninepipe Division, 4969 Piedalue Road, Charlo, MT 59824, Flathead Irrigation delivery schedule 5 cylinders between 06/01/06 and 06/14/2006. Wapato Irrigation Project, 413 S Camas Ave, Wapato, WA 98951. Wapato Irrigation Project delivery schedule: 2 skids between 06/01/2006 and 06/15/2006, 2 skids between 07/15/2006 and 07/30/2006, and 2 skids between 08/07/2006 and 08/21/2006. Each site shall have an assigned COR (Contract Officers Representative), they shall be contacted before delivery (COR?s to be assigned upon award). The solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular (FAC 05-09 April 19, 2006). FAR 52.102 incorporating provisions and clauses by reference apply to this acquisition. All FAR clauses can be referenced at www.acqnet.gov. FAR 52.212-01 applies to this contract under the NAICS code 325320, 500 employees or less is consider a small business under the listed NAICS code. Vendors shall be registered in the Central Contractor Registration website before awarded contracts from the Department of Interior Bureau of Indian Affairs FAR 52.212-04(t) (Central Contractor Registration).
