- PRESOLICITATION NOTICE: The VA National Acquisition Center will issue Request for Proposal (RFP) VA-797-06-RP-0017 for the Department of Veterans Affairs (VA) to procure the following two sizes of Ointment Base. This procurement is set-aside for small business participation only. Item 1, is Ointment Base, 50% water-in-oil emulsion of semi-solid hydrocarbons (cholesterized aliphatic hydrocarbons) and liquid hydrocarbons; 100 - 120 gram jar or tube and Item 2, is Ointment Base, 50% water-in-oil emulsion of semi-solid hydrocarbons (cholesterized aliphatic hydrocarbons) and liquid hydrocarbons; 454 - 480 gram jar. The estimated annual usage for Item 1 is 6,309,576 grams annually and for Item 2, 65,309,782 jars annually. Glass bottles are not acceptable. All tubes must be individually packaged in boxes. Bar Coding requirements will be listed in the solicitation. In order to be considered for award the offeror must submit pricing for both line items. Award will be made on an aggregate. Quantities shown are for grams to aid in price analysis. For the two items referenced, the Government is specifying no particular package/case size; therefore, any commercial package size is acceptable. The estimated quantities listed above are for VA, DoD and Indian Health Service (IHS). The package size will not be evaluated, only price of the grams per jar. Potential Offeror's shall provide the VA with samples of each item they offer to supply on this contract. These samples will be examined for compliance with the product and packaging requirements specified in the solicitation. These samples will not be returned to the contractor. The contract period will be for one year plus four one-year option periods. The contract items will be distributed through the VA and DoD Pharmaceutical Prime Vendors. If the offeror is not the manufacturer, a signed agreement between the offeror and the manufacturer must be submitted with the offer and remain in effect for the duration of the contract period including the option years. OFFERS ARE NOT BEING SOLICITED AT THIS TIME. The solicitation will be available for downloading, on or about the issue date of May 2, 2006 from the VA Office of Acquisition and Material Managements (O&AMM) internet web site at http://www.va.gov/oamm/busopp/sols.htm. Offers will be due by 2:00 pm Central Standard Time on May 23, 2006.
