- The FAA intents to award a contract to Canadian Marconi Co. Inc. to develop and provide a Satellite Based Augmentation System/Wide Area Augmentation System (SBAS/WAAS)receiver that will be simultaneously certified to TSO-C145a Beta-3/TSO-C146a Delta 4. CMC has previously completed the first part of developing this receiver under a separate FAA contract. This development included a PDR and a successful demonstration of a bench tested working prototype and the FAA considered these activities successful and complete. The FAA's best interest is to acquire subject receiver from CFC for the following reasons: (1) The prototype built in the first phase is a proprietary design developed by CMC and only their developers know the prototype's design and they are the only providers that can successfully take the prototype from bench test to a certified unit, and (2) The original contract included two phases the first of which culminated with a bench test of a prototype receiver. However, the FAA did not exercise the second part of the contract which was for the delivery of two certified SBAS/WAAS receivers. A telephone call or a mere statement of qualification will not be sufficient. The challenger to this notice will have to send detailed information of its capabilities to satisfy this requirement.
