- SOURCES SOUGHT: The project work location is offshore of Gulfport, MS and Mobile, AL. The project work includes furnishing all labor, tools, equipment and labor for the following locations. Gulfport Upper Reach Inbound Rear Range Light: provide and install a new 90? freestanding galvanized tower and foundation. Provide and install electrical conduits and wiring to supply commercial power to navigations lighting equipment. The aid is located on land in Gulfport, MS. Mobile Point Range Front Light: provide and install structural bolts, nuts and washers to replace all existing bolts, nuts and washers on existing steel galvanized tower. Tower is approximately 110? tall. Provide and install new lantern stands and mounting platform, electrical conduits and wiring to supply commercial power to navigational lighting equipment. This aid is located on land in Ft. Morgan, AL. Mobile Point Range Rear Light: Provide and install a mono-pile structure and platform offshore of Ft. Morgan, AL. Water depth at structure location is approximately 7 ft. the typical dimensions are as follows; mono-pile diameter 30? to 50?, pile to be embedded 40? to 100? into the ground, and platform size of 12? x 12?. Provide and install lantern stands and solar panel stands. Install dayboards and navigational lighting equipment onto structures. Navigational equipment including dayboard will be Government Furnished Equipment (GFE). Estimated price range is between $500,000 and $1,000,000. Performance period is 120 calendar days from notice to proceed. The applicable North American Industry Class System (NAICS) 2002 code is 237990. The small business size standard is a three-year averaged annual gross receipt of $31 million. Bid, payment and performance bonds are required. The solicitation in its entirety and any amendments will be available at no charge online at http://www.fedbizopps.gov under the above solicitation number. This action is being considered for 100 percent set-aside for HUB Zone small business concerns. Interested HUB Zone small business concerns should indicate their interest to the Contracting Officer as soon as possible, but no later than 15 calendar days from the posted date of this notice. As a minimum, the following information is required: (a) a copy of the certificate issued by the SBA of your qualifications as a HUB Zone concern, (b) a positive statement of your intention to submit an offer for this solicitation as a prime contractor, (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. All information must be submitted in sufficient detail for a decision to be made on availability of interested HUB Zone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUB Zone concern. If adequate interest is not received from HUB Zone concerns by close of business 15 calendar days from the date of this notice, this solicitation will be issued as a Total Small Business Set-Aside without further notice.
