- Description
- This is a combined synopsis/solicitation for temporary professional services as a contract specialist. This acquisition will be acquired under FAR Part 12 as Commercial Services. The NAICS code is 541990. This acquisition is total set-aside for Service Disabled Veteran Owned businesses. Offerors shall submit cost proposals for the services of one person for the period of May 29, 2006 through October 6, 2006. Resumes for the proposed personnel shall be submitted with proposed price and pricing details. The personnel shall be required to meet the following requirements: (1) Knowledge of Purchasing/Contracting Methods and Techniques including small purchasing techniques, basic Federal acquisition, research and interpretation of laws, regulations, and policies and routine negotiated procurement actions. (2) Knowledge of the principles, techniques, methods, and procedures of Government contracting to perform pre-award and post-award procurement actions where the actions are well defined and well precedented. (3) Knowledge and skills sufficient to evaluate bids and proposals, recommend competitive ranges, make standard investigations of contractor capabilities concerning financial, personnel, equipment, and managerial resources necessary to fulfill contract terms. (4) Limited knowledge of negotiation methods, techniques, and principles sufficient to work with request for quotations and requests for proposals for standard items. (5) Knowledge and skill sufficient to monitor the progress of contractors with fixed price contracts; to advise contractors regarding contractual requirement limitations; to coordinate requests for deviations from contract specifications; to review payment requests; and to recommend approval payment or withholding of partial or final payment. (6) Ability to communicate orally and in writing to present instructions, policy, and/or supporting documentation. Proposals will be evaluated on the basis of technical and cost factors and award will be based on best value to the government. The resumes submitted will comprise the technical factors which will be evaluated to determine if the proposed personnel can accomplish the effort. Quoters are required to submit completed copies of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quotes. FAR clause 52.212-4, contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include an addendum. FAR clause 52.212-5, contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items applies to this acquisition. The following clauses within 52.212-5(b) are applicable to this acquisition: 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33.
