Description
The Food and Drug Administration (FDA) intends to award a Purchase Order on a noncompetitive basis to University of Houston to develop anatomical high-resolution models of an adult and a child. The models will be generated from scans of MR images using the novel Total Imaging Matrix (TIM) system from Siemens. Once the MRI images are obtained, the different organ and tissue regions on the MR images will be identified by an expert team of physicians and biologists with the help of semi-automated software. Based on these data, three-dimensional Computer Aided Design (CAD) models will be generated using interpolation techniques to avoid the staircased transition between the MR images. The final models will consist of multiple CAD objects with smooth surfaces. These models will be used by FDA scientists, using software currently available to them, to calculate the effects of various radiological exposures to specific parts of the human body. A crucial part of this work is to perform MR images segmentation and develop CAD model using the Amira 4.0 software package. The contractor will lead two graduate students working with physicians to develop such CAD models. They will also import these models directly into electromagnetic simulation software packages and perform preliminary electromagnetic dosimetry simulation to test the developed models. The selected group at University of Houston has extensive experience in developing human subject CAD models for electromagnetic related dosimetry research. This is not a request for quotes; however, sources may submit descriptive literature, fully documenting their capabilities, which will be considered by the agency. FDA intends to make an award fifteen (15) days following the date of this notice. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. This award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures.
