- Start 3 contractor will provide nationally consistent advisory and assistance services in the area of removal and remedial response actions with respect to the release or threat of oil, hazardous substances, or pollutants and contaminants. The contractor will provide technical, personnel, equipment support and respond to EPA's needs as a part of support to states and communities in their preparedness and response activities pertaining, but not limited to Chemical Emergency, Oil Spill and others. The contractor will provide technical support to EPA in EPA's counter terrorism planning and response efforts; perform tasks to increase awareness and preparedness among federal, state and local responders of the potential threat posed by nuclear, biological, incendiary, chemical, and explosive terrorism. The contractor will participate in Region 5 (which covers the states of MN,WI,MI,IL,IN,OH), cross regional, national, and international drills, exercises, and training; and assist EPA in the Crisis Management and Consequence Management phases of a National Emergency and Incident Response. - Region 5 Solicitation No. PR-R5-05-10032 (full-and open).
