The government will release the Contract Security Classification Specification (DD 254) with the Request for Proposal. 2. The following contractor personnel must have a Top Secret Personnel Clearance at time of award: Project Manager; Clinical Microbiologist; Toxicologist; HV AC Engineer; Operations, Analysis, Planning and Policy Specialist; Health Physicist; Chemist
