- This notice of intent is from the Naval Research Laboratory NRL to contract with L3 Communications Corporation, EMP Systems at 900 Enchanted Way, Simi Valley, CA 93065 on an other than full and open competitive basis for a X-Band Feed Assembly with dichroic sub-reflector and block converter to increase the frequency range on an existing model 8450 Datron antenna. The addition of this capability can be accomplished through L3 Communications with little or no modification to the existing feed assembly and existing reflector. The statutory authority permitting this award under other than full and open competition is FAR 6.302-1. Supplies may be deemed to be available only from the original source in the case of a follow-on contract for highly specialized equipment including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
