Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to procure technology sharing/utilization services for the United States Joint Forces Command?s Joint System Integration Command (JSIC). The services to be performed include support for Strategic Interoperability Solutions (SIS) Program, program management support, consortium management support, Joint Task C2 interoperability support and special studies support. The proposed procurement is being processed on an other than full and open competitive basis with South Carolina Research Authority (SCRA) pursuant to FAR 6.302-1. The proposed action will result in a cost plus fixed fee contract with four, twelve month option periods. SCRA is the only firm capable of providing the above described services since they have developed the proprietary software tools and engineering processes and technologies essential to the successful interoperability and continued functionality of the targeted operating systems/environments. The proprietary software tools and engineering processes and technologies include: Rapid Acquisition of Manufactured Parts (RAMP), Standard for the Exchange of Product Model Data (STEP), Quote Commerce Access Broker (QCAB), Product Data Access and Retrieval Internet Server (PARIS), STEPTrans, STEPValidator and STEPPlan. It would be unreasonable to consider that another contractor would be capable of duplicating or providing under license the present SCRA expertise with proprietary tools solely for the provision of this requirement. All interested parties should respond outlining their capability to provide the required services along with documented evidence of their company?s experience and past performance with the SCRA developed tools and programs. In order to be considered, responses must be received within fifteen (15) days after publication of this notice. Responses should be submitted in writing to FISC Norfolk Contracting Department, Philadelphia Division, Attn: Susannah Weigner-Clark, 700 Robbins Ave., Bldg. 2B, Philadelphia, PA 19111. Numbered Notes 22 and 26 apply.
