Description

This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center, Division Newport intends to award on a sole source basis, a Firm Fixed Price contract to BBN Technologies for services involving the use of BBN?s proprietary computer program, ELTRA, which models multilayer media subjected to incident wave excitation. Recent broadband sonar design studies and at-sea measurements have shown both signal loss and undesirable phase variations primarily due to thickness and material used for the sonar window. Radically different window materials and thickness may be desirable for broadband sonar. This work proposes to examine the performance of thin, stiff, lightweight acoustic windows designed to operate over a broad frequency bandwidth. ELTRA will aid in the development of a broadband array design. Although various mathematical approaches have been used to analyze the performance of multilayered acoustic transmission models, only ELTRA allows for a closed-form solution to multilayered transmission problems.
