- The Naval Sea Systems Command intends to procure up to 2,080 man-hours of engineering services in support of the Automatic Voltage Regulator. The solicitation will be issued to Northrop Grumman Systems Corporation since it is the designer of the AVR and is the only company that possesses a working knowledge of the AVR development and design. No other source has the technical qualifications and the necessary resources to perform the services described herein. See Numbered Note: 22
