Description
This proposed procurement is 100% set-aside for small businesses. The Government intends to procure through Simplified Acquisition Method (commercial items with evaluation factors). Total estimated amount is between $1,000,000.00 and $5,000,000.00 . Contractor shall provide protection service performed in a professional manner is the prime requirement of this contract. The basic work to be performed under the terms of this contract will be accomplished at the following two facilities of the U.S. Ar my Corps of Engineers, Washington Aqueduct Division: McMillan Reservation, 2500 First Street, NW, Washington, DC 20001, The Dalecarlia Reservation, 5900 MacArthur Boulevard, NW, Washington, D.C. 20016 and Dalecarlia Control Center (future). The Guard For ce shall safeguard Government property against trespass, pilferage, vandalism, theft, sabotage fraud, arson or other criminal or prohibited acts and perform specific duties outlined in these specifications, the guard post orders and other duties as directe d by the Contracting Officer or his/her representative. The period of performance is one base year plus four option years. Offerors must submit a technical proposal as well as a price proposal. The technical evaluation criteria will be established in th e solicitation. Award will be based on the best technical proposal and not on the lowest price. NAICS Code is 561612 and the small business size standard is $14,000,000.00. The solicitation will be provided in an electronic format, free of charge, to al l registered plan holders. The media through which the Government chooses to issue this solicitation will be the internet only. This solicitation will not be issued in paper. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the name of the particular contract specialist for the particular project. All deliveries, packages, etc. of more than one box or container must be bound together by tape or other means. In order to comply with Debt Collection Improvement Act of Offerors shall submit their proposals to the US Army Corps of Engineers, 10 S. Howard St., Room 7000, Baltimore, MD 21203-1715 no later than the time and date specified on in Block 8 of Standard Fo rm. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Technical Data Solution System (FedTeDS) -- a one-time registration process for vendors/contractors -- Accounts may only be attai ned by CCR-registered contractors/vendors, go to www.fedteds.gov for additional information. After issuance of the solicitation, contractors may view and/or download this solicitation and all amendments at the following internet address: https://www.fedte ds.gov/fedteds/start.nsf/frm.vendorlogin?openform&SolicitationNumber=W912DR-06-T-0071. Plans and specifications will not be available in paper format. Use of the FedTeDS website requires prior registration at www.fedteds.gov. It is the offerors responsib ility to monitor the FedTeDS web site (using the above link) for amendments to the solicitation. You must be registered with the Central Contractor Registration Database (CCR) to receive a government contract award. You may register with the CCR at http:/ /www.ccr.gov/.
