Description
The Space and Missile Systems Center (SMC) intends to contract with NSA-certified Thermal Spray coating vendors to test and evaluate the Generation Two Thermal Spray powder kit formulation developed by the Navstar Global Positioning System (GPS) Joint Program Office (JPO). This task supports the Government effort to develop a second generation Thermal Spray kit formulation which will replace the current formulation. This task also supports the development of advancements to the GPS Thermal Spray technology at coating vendor facilities; the increased testability of the Thermal Spray coating application process; and the improvement of process control at the Thermal Spray coating vendor facilities by developing quality control monitoring techniques. White Electronic Designs Corp., Rockwell Collins, Inc., and Teledyne Electronic Technologies, as the only three vendors currently certified by the NSA to apply the Thermal Spray coating to SAASMs, are uniquely qualified to conduct this effort in timely, cost effective and efficient manner. It is impractical to consider use of available funding to develop new vendors because NSA certification as a GPS Thermal Spray vendor can take a number of years, requires special expertise gained through years of experience with qualified classified materials, and requires Thermal Spray equipment valued at over $1 million. White Electronic Designs Corp., Rockwell Collins, Inc., and Teledyne Electronic Technologies are currently NSA certified for use of first-generation Thermal Spray kit, have the requisite experience and maintain the necessary Thermal Spray equipment. SMC intends to award this contract on or before 25 June 2006. This synopsis is a notice of intent to award this effort to White Electronic Designs Corp., Rockwell Collins, Inc. and Teledyne Electronic Technologies and shall not be considered a request for offers. This is a sole source effort to be awarded to White Electronic Designs Corp., Rockwell Collins, Inc. and Teledyne Electronic Technologies.
