- The National Air and Space Intelligence Center (NASIC) is presently contemplating an award of follow-on contract for base year and four (4) one year option periods. This effort is to support development of Machine Translation (MT) software, expansion of related dictionaries, software support and maintenance. This requirement will be a Total Small Business set-aside. NASIC is currently requesting Statements of Capabilities (SOC) from qualified sources and no proposals are being solicited at this time. The contractual effort will provide for continuing upgrades and enhancements to existing MT systems, which will include the development and maintenance of Russian-English, French-English, German-English, Chinese-English, Spanish-English, Korean-English, Slovak-English, Albanian-English, Ukrainian-English, Serbo-Croatian-English, Japanese-English, Polish-English, English-Chinese, English-Japanese, English-Korean, Czech-English, Urdu-English, and Farsi-English. Responses must contain documented evidence of the ability to translate Scientific and Technical articles. The documented evidence must provide the number of words and phrases to translate scientific domains in Russian, French, German, Spanish, and Chinese. The domains required are: Physics, Terrorism, Computer Science, Medicine, Chemistry, Mathematics, and Avionics. Experience is required in various computer languages and operating systems. These include C and C++, UNIX, Linux, Java, Unicode, and SunOS 4.x, and Solaris 2.x, operating systems. Foreign or foreign-owned companies are advised that their participation is subject to foreign disclosure review procedures. Foreign or foreign-owned entities should immediately contact the contracting office focal point, David Fortson, via e-mail. All responses will be evaluated against the criteria in this announcement. Limit responses to 10 pages or less.
