Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National American Industry Classification Code is 334220 with a Business Size Standard of 750 employees. This solicitation is issued as a total small business set-aside. All responsible sources may submit a quote which shall be considered. The Federal Bureau of Investigation (FBI) has a requirement for a one time, firm-fixed price purchase of a two form-fit, drop-in replacements for the AM-SAT-50 remote amplifiers, RAMP-75, brand name or equal, Multi-Band RF Amplifier, with the following minimum requirements: UHF amplifier unit operating from 30-512 MHz with selectable co-site filters; manual switches or remote control configuration via RS-232 port to enable user control to transmit power level; LNA operation and bypass options; transmit power of 35/50/75 watts in satcom mode, 50 watts in line of sight (LOS) mode; amplifier unit size not more than 6 inches x 3 inches x 12 inches and weight less than 10 lbs.; power is via external 28 VDC nominal; receive system noise figure is 3dB or less; receive gain is 20 dB with bypass capability at 1.5 dB insertion loss; all system RF connections via type ?N? connector; and, monitor and control interface provided via RS-232 on Bias Tee; Bias Tee dimensions not more than 3 inches wide x 2 inches high x 5 inches deep; warranty period of not less than three years. Installation is not desired. The quote shall include shipping and handling charges, if any. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. All compliant quotes received by the due date will be considered by the government. Delivery will be to the FBI Academy, Quantico, Virginia 22135. All quotes shall be submitted to FBI Academy, Hogan?s Alley, Building 15, Quantico, VA 22135, Attn: Gary Hopkins, no later than 1:00 PM, EST, 24 May 2006. Quotes will also be accepted by fax (703)632-1844 or email to ghopkin1@leo.gov. Quotes must clearly be marked with RFQ E003012. Bidders are hereby notified that if your quote is not received by the date/time and location specified in this announcement, it will not be considered. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The provisions of 52.212-2, Evaluation - Commercial Items, are applicable. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Addendum to 52.212-2 (a) Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Past Performance will be based on telephonic performance evaluations received from previous contracts provided in the quote. The evaluation of this RFQ will be in accordance with Parts 12, 13, and 15 of the FAR. Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained in FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
