Description
This notice is a combined synopsis/solicitation Notice of Intent. The Government intends to negotiate on a sole source basis with Biolog, Inc., for a Custom OmniLog Phenotype Microarry System for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI-RML-6026). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09 dated 4/19/06. This acquisition will be processed under FAR Part 12 - Acquisition of Commercial Items and is a Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code for this procurement is 325413 and the size standard is 500. The Rocky Mountain Laboratories(RML), has been charged with assisting researchers towards the development of diagnostic reagents, therapeutics and vaccines against human bacterial pathogens. Attainment of a High throughput (HT) biochemical phenotype microarray system will assist towards achieving those goals. SCHEDULE: The microarray system shall be capable of analyzing 2000 different metabolites and their utilization by bacterial pathogens. The Phenotype microarray instrument shall be an integrated system of cellular assays, bioinformatics software and instrumentation for the HT screening of thousands of phenotypes at once. The design and manufacturing process of the phenotype microarray system shall be wholly patented and owned by the manufacturer. Key components of the phenotype array technologies, shall use and include: redox testing of cells (USPNos 5882882 and 5989853) using cellular respiration as a universal reporter; gel-based testing of cells (USPNos 5627045); novel dye chemistries (USPNos 4129483) ; novel selective and chromogenic culture media (USPNos 6436631 and 6696239); microfluidics technology (USPNos 5589350); and, miniaturization methods, devices, and instruments. The phenotype array system shall have proven proprietary bioinformatics software (USPNos 6472201, 6686173, 6696239, 6727076), as well as amassing in a database the metabolic properties of nearly 2,000 species of microorganisms. The phenotype microarray system shall operate using microtiter plates with each well of the array designed to test a different phenotype. The phenotype microarray system shall be capable of incubation and the recording of phenotypic data by capturing a digital image of the microarray several times each hour. The stored files shall be capable of being displayed in the form of kinetic graphs. Dual cell lies shall be comparable where the differential phenotypes shall be displayed by overlay of the kinetic graphs. The following aspects of cell function shall be measurable; Cell surface structure and transport functions, catabolism of carbon, nitrogen, phosphorus, and sulfur, biosynthesis of small molecules, synthesis and function of macromolecules and cellular machinery, cellular respiratory functions, stress and repair functions, including other cellular properties. Microarray system shall be delivered with enough reagents to perform 20(twenty) tests of 2000 metabolites each. The system shall be delivered, installed, and, at least 2(two) RML staff members trained within 2(two) months from award of the order to the Contractor. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. FAR 52-212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items; By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; FAR52.204-9 Personal Identity Verification of Contractor Personnel. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, and price.
