Description
Notice of Intent: The Department of Energy (DOE), National Nuclear Security Administration Service (NNSA) Center intends to negotiate and award a sole-source Cost Plus Fixed Fee (CPFF) Level Of Effort (LOE) type procurement to Schafer Corporation for the Office of Inertial Confinement Fusion (ICF) and National Ignition Facility (NIF) Project (NA-16). The estimated dollar value of the procurement is $7,550,000.00. The North American Industry Classification System Code for the procurement is 541710. The DOE/ NNSA has determined that Schafer Corporation, a small business, will conduct work related to the development and delivery of ICF planar target components, associated support systems, planar target component measurements and characterization methodologies and the performance of planar target-related technology development tasks in support of NA-16 and Naval Research Laboratory (NRL). Schafer personnel have exceptional technical capability in a wide variety of fields relevant to the ICF program, including advanced materials, multi-layer coatings, thin film production and characterization, cryogenics, pulsed power, plasma physics, fusion science and engineering. Schafer has also been instrumental in advancement of the technologies related to machining and characterization of various sub-millimeter scale targets and components. Schafer personnel have developed the unique capability to perform planar target fabrication and technology development for NRL, and have had those capabilities formally validated by NRL against stringent and objective standards. In accordance with 41 U.S.C. 253(c)(1), IAW FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the requirements. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. This notice shall satisfy the requirements of FAR Part 5. Firms wishing to challenge the sole-source decision must submit a letter of interest, referencing No. DE-AC52-06NA27472, to the DOE/NNSA demonstrating the firm???s ability to provide the equivalent services as described above. Firms shall also indicate whether or not they are a small business, small business women-owned, small disadvantaged business, or and 8(a) small business concern. Interested parties must provide rationale, including pricing, why they should be considered. Firms are requested to submit any challenges to the DOE/NNSA, Office of Business Services, HQ Acquisition Department, ATTN: Ms. Dorothy D. Black, Contract Specialist, Pennsylvania and K Sts, KAFB East Albuquerque, NM 87116 NLT May 25, 2006, 3:00 p.m. Mountain Time. Quotations submitted by other methods will not be evaluated. It is the responsibility of the contractor to respond by the due date and time, and to verify successful receipt of their submittals.
