AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 06-184-1036 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-07. The associated North American Industrial Classification System (NAICS) code for this procurement is 334119 with a small business size standard of 1,000 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Friday, May 19, 2006 at 12:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Gaithersburg, MD 20899- The National Institute of Standards & Technology requires the following items, EXACT MATCH ONLY, to the following: LI 001, This is a purchase for maintenace for the BlueArc hardware and software. Period of performance: 01/11/2007 through 01/10/2008. BlueArc Premium Hardware Support for the NIST Gaithersburg site., 1, YR; LI 002, BlueArc Premium Hardware Support for NIST Boulder site. Period of performance: 01/11/2007 through 01/10/2008., 1, YR; LI 003, BlueArc Software Support for NIST Gaithersburg site. Period of performance: 01/11/2007 through 01/10/2008., 1, YR; LI 004, BlueArc Software Support for NIST Boulder site. Period of performance: 01/11/2007 through 01/10/2008., 1, YR; For this solicitation, National Institute of Standards & Technology intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. National Institute of Standards & Technology is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Must review and comply with the attached IT Security Clauses If this is an electronic and Information Technology (IT) item, it must meet all or part of the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 CFR Part 1194; in other words, it must be Section 508 compliant. Due to the proprietary nature of the Blue Arc equipment, this maintenance and support must be from an authorized Blue Arc vendor. The Blue Arc equipment was developed and copyrighted by and are marketed and maintained solely by the Blue Arc Corporation. Only the developer has the technical expertise and access to proprietary code to provide the level of support requested and to develop and make available temporary patches to fix errors. NIST currently runs a production environment for NIST-wide applications. These applications are deemed critical to the operation of the agency and must be online and available with little or no system outages. The current NIST environment consists of Blue Arc hardware and software and the system must be maintained from only a Blue Arc vendor.
