Description
PLEASE NOTE: THIS IS A PRE-SOLICITATION NOTICE TO NOTIFY POTENTIAL OFFERORS THAT AN INDUSTRY DAY WILL BE HELD ON 19 APRIL 2006 AND A DRAFT REQUEST FOR PROPOSAL (DRFP) CONTAINING PROPOSAL INSTRUCTIONS, CONTRACT SPECIFICATIONS AND STATEMENT OF OBJECTIONS (SOO) IS FORTHCOMING. The Missile Defense Agency (MDA) Contracts Directorate (DAC) requires continued contractor services in support and assistance for Contract Closeout, Analyst support for projects such as Freedom Of Information requests, Management Control Program, General Accountability Office and Inspector General Audits, Human Resource Projects and Training Support (assist with management of the program. This requirement will include a Department of Defense (DoD) Source Selection Subject Matter Expert (SME) and Source Selection Facility Support (to include Electronic Source Selection Tool Administration). MDA/DAC is contemplating a Firm Fixed Price Level of Effort, Award Fee/Award Term contract structured with a (two (2) year basic period of performance, three (3) one-year options and the ability to earn up to five (5) additional one-year Award Term options, for a total of ten (10) years period of performance). The government will conduct a Performance Based Service Acquisition (PBSA), using Small Business Set-Aside; and, intends to make a single award to a small business contractor who best demonstrates their ability to provide the required services at the best overall value to the Government. This acquisition is 100% set aside for small business concerns to include 8(a)s, HUBZones, Service Disabled Veteran Owned Small Businesses (SDVOSBs), and small businesses; and on an unrestricted basis under authority of Federal Acquisitions Regulation (FAR) Subpart 6.203. The North American Industry Classification System (NAICS) code for this procurement is 541611 with a size standard of $6.5 million average annual receipts for the past three years. Teaming arrangements and joint ventures are encouraged for this procurement as long as the prime contract is awarded to an applicable small business and that small business provides fifty percent or more of the support. The estimated Man-Year Equivalents (MYEs) for this requirement is approximately seven (7). All employees will require a SECRET Clearance at the contract start date. The DRFP, HQ0006-06-R-A004, will be released on or about 3 April 2006 and will be made available on the FedBizOpps (FBO) website at http://www.fedbizopps.gov. All prospective offerors interested in submitting a proposal must have a Commercial And Government Entity (CAGE) code. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database in order to receive a contract award from any DOD activity. CCR registration can be accomplished at the following website: www.ccr.gov. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading. Industry Day is scheduled on 19 April 2006 from 9:00 a.m. to 1100 a.m. at the Sheraton National Hotel, ConCourse Room, located at 900 South Orme Street, Arlington VA 22204. NOTE: There will be a $4.00 per day parking fee (per vehicle) payable to the Sheraton Hotel. The purpose of Industry Day is to gather feedback on the draft Statement of Objectives (SOO), communicate to industry the timeline for the acquisition, and answer industry questions regarding the acquisition. Due to limited seating, each contractor will be limited to no more than four (4) attendees. The Government team will be available to meet with offerors on a one-on-one basis from 0800 – 1700 on 20 and 21 April 2006. Each meeting will be limited to 45 minutes. Scheduling preference will be given to contractors traveling outside the commuting area to allow for return travel arrangements. The one-on-one meetings will be held at Sequoia Plaza, MDA Source Selection Facility, Room 3071 located in Bldg 2100 Washington Boulevard, Arlington, Virginia 22204.
