Description
For this solicitation, United States DOT Maritime Administration intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. United States DOT Maritime Administration is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. Conductor DC resistance shall meet ICEA S-68-516 requirements b. Each reel of cable shall be subject to the AC and DC tests as follows: A five (5) minute AC withstand test with 44 kV shall be accomplished. A 15 minute DC withstand test accomplished using NETA Specifications. c. Insulation resistance shall be measured and reported in megaohms per 1000 ft. The Specific Insulation Resistance (SIR), corrected to 60 degrees Fahrenheit, shall not be less than 50,000. d. The completed conductors shall be tested for corona discharge and shall comply with AEIC requirements. On long lengths of cable, corona will be limited to maximum manufactured conductor lengths. e. Testing will be done in preliminary and final stage. 1. Preliminary tests shall be conducted on insulated and shielded single conductors prior to any further processing. These tests shall be high voltage AC, IR and DC tested as well as corona test at the high voltage test values of paragraph b. above. 2. Final test shall be on full lengths of completed cable. The full length of each cable shall withstand a ten minute high voltage DC test at 80% of the high voltage DC test value (paragraph b. above) applied between the conductor and grounded external shield. Prior to this the metallic shield shall be checked end-to-end for continuity. f. Samples from the completed cables shall be tested in accordance with the pertinent ICEA specifications. Indicate the specific tests performed and include results of tests per 1.5.3. As a minimum, the following tests are to be performed. Jacket Tests - Aging - Vertical Flame Test - Jacket Tensil Strength - Mechanical Water Absorption - Cold Bend - Smoke Generation - Specific Resistivity Insulation Tests - Tensile Strength - Ozone Resistance - SIC @ 80V/mil - % Power Factor @ 80V/mil Tests After 24 Hours Water Immersion - SIC @ 80V/mil - % Power Factor @ 80 V/Mil - Maximum Water Absorption After 7 Days Immersion 1.4 Vendor is to provide for the following field test reports upon delivery of the cable at destination: a. Insulation resistance test b. Continuity test c. High potential (hi-pot) test d. Medium voltage cable tests e. Grounding systems test When testing systems, identify each system for each test. 1.5 Certificates Vendor shall provide certification of cable testing. PART 2 PRODUCTS SUMMARY of Medium Voltage (15 kV) MPF-GC Underwater Cable: 3/C #2 AWG - 15 kV - Type MPFG. Note: Outside diameter of cable must be 2 3/8 inches. The cable shall consist of three (3) Class B stranded coated copper conductors with extruded semiconducting strand screen, 133% (220 mils) red colored EPR insulation, extruded semiconducting insulation screen over each conductor, and metallic shielding of soft annealed coated copper tape with 25% overlap per ICEA S-68-516 part 4.1.1.2, cabled with two bare copper, Class B stranded ground wire/s, one (1) yellow insulated (600V) ground check wire #8 AWG, polyethylene fillers, and outer overall extra heavy duty jacket of Hypalon chlorinated polyethylene (CPE). The MPF-GC cable shall be assembled into a length as specified on the project plans. Each cable length shall be terminated with a cable coupler, male on one end and female on the other end. 2.1 MATERIALS AND EQUIPMENT 2.1.1 Power Wire and Cable 2.1.1.1 Wire and Cable Conductor Sizes Conductor and conduit sizes indicated are for copper conductors unless otherwise noted. WIRES AND CABLES MANUFACTURED MORE THAN 12 MONTHS PRIOR TO DATE DELIVERED TO THE SBRF SHALL NOT BE USED. Conductors: All conductors shall be copper. 2.1.2 Medium Voltage Cable 2.1.3.1 Medium Voltage (15 kV) MPFG Underwater Cable Underwater cable shall be rated for 15 kV at an insulation level of 133% (220 mils). The cable assembly shall consist of three (3) stranded copper conductors, each covered by an extruded semiconducting strand shield, ethylene-propylene rubber conductor insulation, extruded semiconducting insulation screen, and a copper shield. The three conductors shall be assembled into a single cable assembly utilizing polyethylene fillers, and extra heavy duty chlorinated polyethylene (CPE) (Hypalon) overall extruded jacket. Provide two (2) bare copper ground wires (#6 AWG minimum) and one (1) 600V yellow insulated ground check wire #8 AWG. The assembly shall further be assembled as follows: a. The power conductors shall be uncoated soft copper wire, Class B, stranded, compressed concentric round copper per ASTM B-8 and shall meet the electrical resistance requirements of ICEA S-68-516, Section 2.5. b. An extruded layer of semiconducting EPR compound with a volume resistivity not in excess of 1000 ohm meters shall be applied over the conductor. The compound shall have a minimum elongation after an air oven test at 121 degrees Celsius for 168 hours at 100% and a brittleness temperature not warmer than -50 degrees Celsius. The screen shall be clean striping from the conductor and inseparably bonded to the overlying insulation. The thickness of the extruded conductor screen shall be a minimum of 12 mils point and a minimumof 15 mils average. c. Insulation shall be EPR, a red colored ethylene propylene rubber. The insulation shall be formulated by the cable manufacturer in his own facility using a closed system to ensure maximum cleanliness. The EPR insulation shall be extruded with conductor shield to prevent intersurface contamination. Accurate individual control and measurement of the wall thickness of each layer of compound shall be maintained while the cable is being manufactured. d. The wall thickness of the insulation shall be 220 mils. The minimum average wall thickness at any cross section shall not be less than 90% of the specified minimum average. e. An extruded round layer of semiconducting EPR compound with a volume resistivity not in excess of 500 ohm meter at 90 degrees Celsius when tested per AEIC No. CS6 shall be applied over the insulation. The extruded screen shall be applied over the insulation. The thickness of the extruded screen shall be 40 mils point minimum per AEIC CS6. The phase conductors shall be color coded or identified with color legend tape. The outer surface of the screen shall be printed with white ink - "Semiconducting Remove When Splicing or Terminating". f. Each conductor shall have one (1) metallic shield of 5 mil bare copper tape lap applied directly over the insulation screen. g. Two (2) #6 AWG bare copper ground wires. h. One (1) #8 AWG - 600V - yellow insulated ground check wire. i. The cable shall be assembled in accord with ICEA S-68-516, Part 5. Polyethylene fiber fillers shall be inserted as required to produce a substantially round core. A marker tape showing manufacturer, plant no., year of manufacture shall be inserted. A binder tape with 50% lap shall be wrapped over the assembly. j Extruded over the assembly core shall be an extra heavy duty (Hypalon) chlorinated polyethylene (CPE) jacket. 2.2 SIZE 3500 feet 15kv cable with ADALET/PLM 500 AMP -3 Phase Couplers. o One (1) SFL415AR-P Female socket o One (1) PML415ALK male plug Install one (1) each on the end of each cable. ADALET plugs are required to match existing system. 2.3 VENDORS DRAWINGS REQUIRED Vendors drawings shall include, but not be limited to the following: a. Overall dimensions and sectional views of ADALET plugs
