Description
NAICS Code: 541511 The U.S. Environmental Protection Agency (EPA), Office of the Chief Financial Officer's (OCFO) Program Costing Staff, in Washington, DC intends to award a time and materials purchase order to Booz Allen Hamilton (BAH) of McLean, VA under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This order will be in place for approximately two months while the follow-on contract for the requirement is being competed by the Department of the Interior. The purpose of this acquisition is to obtain services for the continued operation and maintenance of the Superfund Cost Recovery Package On-Line System (SCORPIOS). SCORPIOS is used to prepare cost recovery packages that are used for Superfund litigation. Under this order, BAH will (1) Document system upgrades, (2) Furnish hotline support, (3) Provide general system maintenance and management, (4) Deliver enhancement releases for the design and development of the system, (5) Provide training and support to include maintenance of user guidance documents, scanning and indexing support, meeting support, and user training. The North American Industry Classification System (NAICS) code for this procurement is 541511. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. BAH has been supporting this requirement through a contract awarded by the Department of the Interior (DOI). It would be impossible for another contractor to obtain the expertise required to keep the SCORPIOS system in operation by the current contract's expiration date of May 24, 2006. The estimated value of this procurement is below the simplified acquisition threshold as set forth in FAR 2.101.
