- A market survey is being conducted to determine if there are adequate HUBZone, 8(a) or Service Disabled Veteran Owned Businesses headquartered in the Kentucky counties of Hardin, Jefferson, Breckinridge, Meade, Grayson, Larue, Nelson or Bullitt for t his proposed project which meet the specific criteria for a competitive set-aside award. The proposed action will be for the design and construction of a new Battalion Headquarters facility at Fort Knox, Kentucky. The size of the facility is approximatel y 45,500 SF. Furniture will be GFI. Work includes connection to the Energy Monitoring and Control System (EMCS), installation of Intrusion Detection Systems (IDS), Fire Protection and Alarm Systems, Information Systems and a keyless card entry system. W ork shall also include connection to and distribution of all utility systems. Supporting facilities include potable water, sanitary sewer, electrical, natural gas, concrete hardstand, asphalt paving, fencing, paved roads, sidewalks, clearing and grubbing, erosion control measures, exterior lighting, landscaping, cut and fill, excavation of borrow material, storm drainage, mass notification systems, anti-terrorism and force protection measures and site improvements. Accessibility for the disabled will be p rovided. Demolition is also required. Site Information: Provide all site improvements necessary to support the new building facilities. Approximate area available is 8 acres. The project is planned for June 2006 advertisement with an approximate award schedule of August 2006. The contract duration is estimated at 540 days. The NAICS Code is 236220. The estimated cost range is $5,000,000 to $10,000,000. 15% of the work must be self-performed. All interested small business types identified above mus t respond to this notification in writing or by fax by 3:00 p.m. May 19, 2006 Louisville Time. Responses shall include: (1) Identification and verification of the company's small business size (HUBZone, 8(a) or SDVOSB); (2) Past Experience which describes completed projects that are design build similar in size and scope to the proposed project with emphasis on barracks/dormitory type buildings, the percentage of self-performed work, what work was self-performed and the performance rating of the work; (3) Letter from bonding agency addressing capability of obtaining performance and payment bonds for a project within the cost range of the proposed project and (4) A statement verifying the contractor will perform at least 15% of the work and how it will be a ccomplished. Note: If a sufficient number of qualified HUBZone; 8(a) or SDVOSB firms do not respond to this market survey by the date and time specified above, the planned contract action will be converted to full and open competition and will be adverti sed and awarded as such.
