- Description
- The Department of Homeland Security/Federal Emergency Management Agency Logistics has a requirement for commercial air transportation of supplies, resources and personnel to respond to Presidential-declared emergencies within the United States and its territories and possessions. For commercial air transportation operations, the contractor will provide prompt and complete performance (to include the establishment of effective service controls) of all origin, air movement, and destination services ordered by a duly authorized Contracting Officer (CO) or Contracting Officer?s Representative (COTR). The contractor will provide a turn-key operation to include all material handling including palletizing, loading materials and material handling equipment. Origin services include timely pickup and loading and moving cargo and/or personnel within the required transit times. Destination services include delivery notification, delivery, unloading, and pallet and debris removal (debris associated with the transport) operations during normal and adverse conditions, 24 hours a day/7 days a week. Any movement locations (present and new) will be made between multiple points in the United States, its possessions and territories. The contractor shall provide all aircraft, personnel, equipment, and supervision necessary to perform the transportation of cargo and supplies to FEMA designated sites. FEMA shall be responsible for delivering the cargo as close to the loading area as permitted. The Contractor is responsible for certifying the uploading and unloading of cargo, personnel and hazardous materials (when necessary). All goods will be unloaded and delivered to a point designated by FEMA in good operating condition. The contractor is obligated to comply with generally accepted standards of airmanship, training, and maintenance practices and procedures. The contractor shall comply with all provisions of applicable statutes, tenders of service, and contract terms as such may affect flight safety, as well as with all applicable Federal Aviation Administration Regulations (FAA), Airworthiness Directives, Orders, rules, and standards. Compliance with published standards may not, standing alone, constitute compliance with generally accepted standards of airmanship, training, or maintenance.
