- The Massachusetts USDA/Natural Resources Conservation Service is seeking Potential sources for BPA?s (Blanket Purchase Agreements) for Appraisal Services for conservation easements under the GRP, WRP, and FRPP programs (grassland reserve program, wetland reserve program, and farm and ranch lands protection program). All appraisals completed for these programs shall comply with Uniform Standards of Professional Appraisal Practice (USPAP), Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA aka Yellow Book) and Supplemental Standards as issued by NRCS. Appraisers shall be MA Certified General Real Property Appraisers, or obtain a temporary practice permit, in MA and be in good standing with the licensing authority where the credential was issued. Appraisers must have demonstrated competency in compliance with USPAP in conducting appraisals of agricultural properties with and without conservation easements of the requested type. Documentation of appraisal education and courses attended must be submitted to be considered. Completion of The Yellow Book course is required. Appraisal Reports must meet with the specifications stated in related program manuals (see attachments). NAIC code is 531320. Response Package; The response package must consist of the following: (A) Cover Letter. The cover letter must be on company letterhead and include: (1) NRCS reference number and title of the project; (2) an introduction of your company; and (3) Point of contact, including name, title, address, telephone number, fax number, and email address. (B) A written narrative (no more than 2 pages in length) outlining firms capability and expertise in providing the required services. A separate paragraph should highlight the state(s) that your firm would be interested in providing appraisal and consulting services. (C) Company Profile, to include company size standard (large business, small business, small disadvantaged business, women-owned, HUBZone, Service Disabled Veteran-Owned Small Business), all company NAICS codes, Central Contractor Registration Code or DUNS Number.
