Description
ALL ELECTRONIC EMAILS SHALL BE ADDRESSED ONLY TO JCCI_Oil@PCO-Iraq.Net. This is a firm-fixed-price procurement for equipment, spare parts, and supplies to repair drilling and work-over rigs. Proposals shall be submitted via Electronic Email not-later-than 7 April 2006, 1700 hours, Baghdad, Iraq time. The solicitation contains two Excel spreadsheets entitled Government Material List, one for spare parts and the other for equipment. The Contractor shall submit their proposal using the Excel spreadsheets only and shall submit them electronically with their proposal in Excel!! format. Recommended delivery time for the Contractor to complete delivery is not-later-than 180 days from contract award, to the PWC Warehouse at Umm Qasar, approximately 3 kilometers from Umm Qasr Port. The Contractor shall be responsible for assuring the goods and services are delivered from the port to the warehouse. The Contractor is responsible for performing or having performed all inspections and tests necessary to substantiate that the supplies or services furnished conform to contract requirements. A date for submission of questions and answers shall be by email not-later-than 31 March 2006. The Government may make one or multiple awards from this solicitation so each contract-line-item-number must stand-alone when pricing. In accordance with FAR 13.106-2(b)(4)(i), award shall be made on the basis of Best Value , which in the Government’s estimation provides the greatest overall benefit to the user.
