- DESCRIPTION: SOURCES SOUGHT NOTICE ONLY. ACC Contracting Squadron, Langley AFB, VA., is in the process of determining the acquisition strategy for a potential requirement to provide services in support of the Mission Control Center (MCC), Langley AFB, VA. This action will be issued as an 8(a) competitive RFP on or about 5 Jan 06 or before if available. The Mission Control Center provides safe delivery of approximately 200-300 transoceanic sorties per month. The Center serves as the command and control function for continuous monitoring of all aircraft deliveries and reports directly to the Air Operations Squadron Commander. The Mission Control Center is required to coordinate with higher military headquarters’, US and Foreign embassies, national and international aviation agencies, en route military support installations and Mission Control Center Officers (MCO) to effect timely and safe aircraft delivery. The Center makes time-sensitive inputs concerning deployment timing, refueling support, weather criteria, and missed air refueling abort bases. Contractor will be required to provide the following support: 1) Center management, 2) Mission planning and preparation, 3) Mission execution, 4) Mission Reporting, documentation and administration. Employees of potential offerors must possess an active/current security clearance of SECRET and will be required to sign a Visitor Group Security Agreement (VGSA) prior to the contract start date. Period of performance for this requirement is 1 Oct 06 through 30 Sept 07 for the Base Year, with four, one (1) year option periods to be exercised if funds are made available. Place of performance is Langley AFB, VA. The NAICS Code for this requirement is 488111 with a corresponding size standard of $6 million. Responding 8(a) certified small businesses may later be required to submit a capabilities package outlining their capabilities in key areas as determined by the government and relevant to the performance of this requirements. The draft Statement of Work and draft Department of Defense Contract Security Classification Specification, DD Form 254 is included as attachments to this sources sought annoucement.
