Description
PRE-SOLICITATION NOTICE: Air Combat Command, Langley AFB anticipates issuing a RFP on or about 27 Mar 06 with a response due date on or about 25 Apr 06. This is a pre-solicitation notice only. This notice replaces all previous notices for RFP: FA4890-06-R-0003. This requirement will be solicited as full and open competition. The Government intends to award a firm fixed-price, performance based, service contract in accordance with FAR Part 15, and AFFARS MP5315.3. The North American Industry Classification System Code (NAICS) for this requirement is 488111. Description of services: Contractor shall provide all management, supervision, and qualified personnel necessary for the manning of the AOS/AOD Mission Control Center (MCC) in support of the Department of Defense (DoD) for a 24/7/365 day operation. The centers’ mission is to provide safe/timely delivery of approximately 200-300 transoceanic aircraft per month for the DoD and Foreign military aircraft. The MCC serves as the command and control function for all fighter and bomber type aircraft deliveries, and reports directly to the AOS Commander. The MCC is required to coordinate with higher military headquarters’, US and Foreign embassies, national and international aviation agencies, en route military support installations, Delivery Control Officers (DCO) and other MAJCOMs and Services to effect timely and safe aircraft delivery. The MCC makes time-sensitive inputs concerning deployment, refueling support, weather criteria, and missed air refueling abort bases. Other major areas of responsibility include but are not limited to: 1) MCC Management, 2) Mission Planning and Preparation, 3) Mission Execution, 4) Mission Reporting, Documentation and Administration. The contractor shall perform in accordance with the standards outlined in the Statement of Work as posted with the solicitation. The period of performance will cover a two-month phase in period, one base period, and four one-year option periods. The government intends to make an award on or about 1 July 06, with the phase-in beginning 1 Aug 06- 30 Sep 06 and performance start date beginning 1 Oct 06. A draft RFP will not be posted. Interested parties should review this notice and provide any comments via email to the POC listed below. The government will consider and respond to all inquiries received. Industry response is encouraged to ensure all interested parties have maximum opportunity to participate in this acquisition. The government plans to use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. The entire solicitation will be made available only on the Federal Business Opportunities website http://www.fbo.gov. No paper copies or a bidders mailing list will be issued. Potential offerors are responsible for monitoring this site for the release of the solicitation package. To be eligible for contract award, offerors must be registered in the Online Representations and Certifications Application (ORCA) site found at http://orcabpn.gov/ and the Central Contractor Registration.
